Description

This announcement is to provide notification of the Department of Veterans Affairs (VA) intent to negotiate on a sole-source basis with Alameda County Fire Department for Fire Protection Services for the VA Palo Alto Health Care System Livermore Facilities, Livermore, California. The proposed agreement may be negotiated without full and open competition pursuant to 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1. Competition is restricted to only one source due to exclusive service by Alameda County Fire Department. The Livermore Division is a 117-acre facility located outside the city limits of Livermore, California with 27 buildings and approximately 167 patients. The Contractor will be required to provide all supervision, labor, materials, and equipment to maintain a Contractor Owned/Contractor Operated (COCO) Fire Protection Service. Services are to be provided 24 hours a day, 7 days a week, and 365 days a year. The proposed contract is for a one-year base period, beginning May 1, 2007 through April 30, 2008, plus four one-year option periods. This procurement will be conducted under Federal Acquisition Regulation Subpart 12, Acquisition of Commercial Items, in conjunction with Part 13.5, Test Program for Certain Commercial Items. The North American Industry Classification System (NAICS) code is 922160 and the Small Business Size Standard (SIC) is $6.5 million. Interested firms may identify their interest and capability to respond to the requirement, by furnishing detailed data concerning their capabilities to provide the services with their quote, which must be received at the address below by the closing date of this notice. The Government will consider all quotes received which demonstrates knowledge and understanding of the contract requirements and demonstrates the capability (facility and equipment) to perform the requirements. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement.
