Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is a Request for Quotes (RFQ), W912BU-07-T-0030. The small business size standard is for less than 1000 employees for North American Industry Classification System (NAICS ) Code 336611. This procurement is 100% set-aside for small business. Affirmative Action to ensure equal opportunity is applicable to the resulting contract. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contr act, for repairs to the Marine Sanitation Device (MSD) aboard the USACE Dredge HURLEY. Performance will be at the U.S. Army Corps of Engineers Ensley Engineering Yard in Memphis, Tennessee. Repairs shall be in accordance with the following Scope of Work: 1 . GENERAL - The Dredge HURLEY is a 300 foot long, diesel-electric dustpan dredge that operates on the Mississippi River from Memphis to New Orleans. The HURLEYs MSD is a biological treatment, USCG approved, Type II system manufactured by Microphor. The fi lter media within the MSD has reached the end of its useful life and needs replacement. The Government intends to contract with an authorized Microphor distributor or representative to remove the spent filter media, replace with new synthetic media, and re turn the unit to like-new condition. 2. EXISTING DATA  Aerobic Marine Sanitation Device, Microphor Type II Model MC-500, Drawing No. D-1971-IJ, MSD connected to Envirovac Vacuum Sewage Collection System. 3. SCOPE OF WORK  The contractor shall perform the following: a.) Open, visually inspect, and photograph unit, b.) Disassemble, thoroughly clean, and inspect all components, c.) Remove and properly dispose of all existing filter media. All appropriate hazardous material documentation shall be furnished in accordance with all federal, state, and local laws, d.) Renew filter media with synthetic (TPR) type filter media, e.) Render unit like new  touch up interior coatings, renew inspection covers, grind and remove old gasketing replacing with RTV silicone s eal, replace chlorinator unit with Stainless Steel unit, connect new government furnished sump and pump, clean and touch up paint unit exterior same type and color as existing, f.) Refill tank and demonstrate proper operation in the presence of the Contrac ting Officers representative. 4. SHIPPING AND DELIVERY  All components shall be delivered by the contractor by truck to the U.S. Army Corps of Engineers Ensley Engineer Yard, 2915 Riverport Road, Memphis, Tennessee, 38109, Attention: David Wilkes (901) 7 85-6077. The vessel will be available at this location to perform all work. The Ensley Engineer yard has loading docks and crane service adequate to handle and unload any required components. The Government will unload any delivered equipment. 5. SCHEDULE  All work in accordance with this scope shall be completed by May 1, 2007. Quantity: 1, Unit of Measure: Lump Sum. The Service Contract Act will apply. PROVISIONS AND CLAUSES applicable to this acquisition are as follows: FAR 52.212-1, Instructions to Off erors - Commercial Items (SEP 2006); FAR 52.212-2, Evaluation - Commercial Items (JAN 1999); FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (NOV 2006); FAR 52.212-4, Contract Terms and Conditions - Commercial Items (SEP 2005); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (NOV 2006), for Paragraph (b) the following clauses apply; (1), (5), (9), (14), (15), (16), (17), (18), (19), (20), (31), for Paragraph (c) t he following clauses apply; (1), (2); FAR 52.252-2, Clauses Incorporated by Reference (FEB 1998); DFAR 252.204-7003, Control of Government Personnel Work Produc t (APR 1992); DFAR 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (NOV 2006), Paragraph (a) applies, for Paragraph (b) the following clauses apply; (4), (5), (6), (15), (16), (17), (19). BASIS FOR AWARD: The Government intends to make an award to the offeror who submits the lowest, responsive quote, and is deemed acceptable and responsible by the Contracting Officer. Offerors must submit their quotes on th e full scope of work identified. The offers will be evaluated for technical factors (qualifications and past performance) and price. Offeror Qualifications - the offeror shall submit certificates and/or other documentation with the offer to confirm that th e offeror is an authorized Microphor distributor or representative. The evaluation factors are of equal weight. The Contracting Officer reserves the right to make no award under this procurement. Prospective offerors must be registered and active in the Ce ntral Contractor Registration Database. Quotes are due no later than 28 March 2007 3:00PM Eastern Time.
