Description
The U.S. Environmental Protection Agency has a requirement for the replacement of major mechanical systems at the Andrew W. Breidenbach Environmental Research Center (AWBERC), 26 W. Martin Luther King Drive, Cincinnati, Ohio. The AWBERC is a 10-story, 30-year-old building. The replacement will be done in phases while maintaining the operation of the building areas outside of the construction zone. The project will include the replacement of air handling units and associated ductwork, replacement of lab exhaust fans and associated ductwork, replacement of heating hot water system and piping, replacement of fume hoods, replacement of boilers, new air terminal units, new building management (digital control) system, new laboratory airflow control system, new steam-to-steam humidification system, and various mechanical and electrical infrastructure items. Award of a single 10-year, indefinite-delivery, indefinite-quantity (IDIQ) fixed-price task order contract is anticipated. Specific requirements will be identified in written task orders issued by the Contracting Officer. In addition to price, the Government?s evaluation of proposals will include assessment of each offeror?s past performance record on similar projects, technical approach, management approach, key personnel qualifications, and extent of participation by small disadvantaged business concerns. All non-price evaluation factors, when combined, are approximately equal in importance to price. The price evaluation shall be based on prices proposed for Phase 1 of the AWBERC Infrastructure Replacement project. The specifications and drawings for Phase 1 shall be a part of the solicitation package. It is anticipated that the solicitation will specify a minimum order amount of $1,000,000 and a maximum order amount of $85,000,000 over the life of the contract. The complete Request for Proposals (RFP), including specifications and drawings for Phase 1, shall be available through the Federal Technical Data Solution (FedTeDS) at https://www.fedteds.gov. It is anticipated that the solicitation will be issued in FedTeDS on or about May 31, 2007. Since the RFP will be available only through FedTedDS, requests for hard copies will not be honored. This is an unrestricted acquisition. All responsible sources may submit a proposal which will be considered by the Agency.
