- NAICS Code: 541511 The Environmental Protection Agency (EPA) Region 4 intends to issue a purchase order on a sole source basis to the Phoenix Consultant Group for software installation, programming, data conversion, training, reporting and web hosting in support of the Compliance Activity Tracking System (CATS) for the Alabama Department of Agriculture. The Phoenix Consultant Group developed the CATS for the Delaware Dept. of Agriculture under a grant awarded by the EPA Region 3 in Philadelphia, PA. This system was adopted by the EPA Region 4 Pesticide & Toxic Substances Branch under a competitive purchase order. The Phoenix Consultant Group is currently hosting the Region 4 Web Based Program. The CATS program was designed for Region 4 to allow the States to share an online database system and to promote data exchange and information sharing across the Region. The CATS program will have over sixty (60,000) records entered into the database each year , and the system will have about one hundred (100) users. The system allows the Region 4 States to use the internet to enter inspections, track pesticide compliance activities, fill in forms, and generate reports. Region 4 has the capacity to retrieve via download, on a daily basis, the backups of system for redundancy and offsite storage of data and program files. Any firm believing it is capable of meeting EPA's requirement may submit documentation to establish the potential of complying with the above requirements. Such documentation must be submitted to the point of contact within 15 days of electronic posting of this notice. A determination not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
