Description
Amendment 1 has been posted to both the ASFI and CCE websites. The following are responds to questions received from interested parties. Q1. Ref: Std Form 1449: The SF 1449 is marked draft yet it includes a proposal due date. Please confirm this is the final solicitation. A1. This is the final solicitation  note any amendments that may issued. Ignore the watermark draft. The SF1449 has been updated  removing the watermark draft. Q2. Question: Is there an incumbent contractor for this effort and/or is there a contractor currently providing similar support under a different contract? A2. Task 1 is new requirement. For task 2, there is an incumbent, Centurum Information Technology. Q3. Ref: pg 9, para 1.6.5 and pg 10 para 1.6.: Page 9, para 1.6.5 states The primary place of performance for this effort is the Pentagon& Page 10 para 1.6.7 states The contractor shall be required to work on and store classified information at cont ractor facilities. Please confirm that the website development (Task 1, para 4.1.1) will be done at contractor facilities and may require classified information storage and that the Analyst providing the IO/EXCOM support (Task 2, para 4.1.2) will be work ing on Govt site and that the Govt will provide work space for that person. A3. Correct. The website will be developed at the contractors facility with limited visits to the government facility. Task 2 will be performed at the government site with go vernment provided space and equipment. Q4. Ref: pg 11, para 4.1.1 Task 1: Will the website be classified or unclass? A4. Yes. Anticipate two instances of the website, nearly identical in structure but with links to classified material included on one but not the other. Q5. Ref: pg 10, para 1.6.6 and pg 12, para 4.1.4: Page 10, para 1.6.6 states the contract will be a Firm Fixed Price contract. Given a FFP contract why does the Govt need the cost plus information required in the Monthly Contract Funds/Labor Hours Expen ded Status Report described in para 4.1.4? A5. Task 1 will be a labor hours CLIN. In order to ensure the monthly services are performed as proposed, the government wants to maintain situational awareness of the labor hours dedicated to Task 2. Q6. Ref: pg 12 and 13, Technical Exhibit 2, Deliverables Schedule::The delivery schedule for the website seems very aggressive. Does the ODUSD(IWS)/IO Directorate have a preliminary plan or strategy for the website and are draft versions of the content a lready available? A6. ODUSD(IWS)/IO has a preliminary concept for the website  rudimentary. The majority of the content is available, and the contractor will not be required to incorporate content not provided by the delivery dates outlined in the RFP. Q7. Ref: pg 36, Addendum to 52.212-1 para 2 and pg 37, II Delivery of Offers: Instructions to Offerors, para 2 states that An electronic copy of both (email acceptable or CD) shall be submitted, but there are no provisions for email delivery of proposal s in Section II, Delivery of Offers. Is just an email delivery of proposals with no hard copy acceptable and if so to whom should the email be addressed? A7. A hard copies shall be submitted. Referance Instructions to Offerors, I. PROPOSAL SUBMISSION, P ara 2. For the technical proposal, one original and three copies. For the price proposal, one original and one copy. An electronic copy of both (email acceptable or CD) shall be submitted. If offeror will be emailing the electronic copy, emailed shall sent to: Maria.hayes@hqda.army.mil. If the offeror is submitting a CD as the electronic copy, the CD shall be included with the hard copies. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (16-MAR-2007); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
