Description
The National Institute of Mental Health intends to conduct negotiations on a sole - source basis with the University of Michigan for a multi-year contract to provide a variety of assessments on global mental health issues, using the World Mental Health Survey (WMHS) database. The WMHS database is not publicly available and can not be accessed by 3rd parties. The University of Michigan serves as the WMHS Data Collection Coordination Centre, and is thus in a unique position to provide access to this dataset and to provide first-hand expertise in analyzing the data. The WMHS dataset is a collection of nationally or regionally representative population surveys conducted in 26 countries. These data are the only existing source of accurate cross-national information about the prevalence and correlates of mental, substance, and behavioral disorders, in both developed and developing countries. It is also the only source of consistent, population-based cross-national information needed to measure quality adjusted life years (QALYs), the preferred outcome for cost-effectiveness research in health care; specifically, it includes 'standard gamble','time tradeoff', and 'visual analogue scale' measures of respondents' quality of life, as well as unprecedented detail on morbidity and disability. These data will allow NIMH to develop, test and compare different methods of evaluating the impact on quality of life of different mental health and medical conditions; and to relate epidemiology and health care use with country-level measures of health system capacity, spending, and other relevant indicators, e.g., to identify potential policy 'levers' for addressing mental health burden. The objectives of this contract are to: 1) Update evidence on the burden of mental illness and other disease by implementing and comparing alternative measurement methods; 2) Identify major areas of unmet need for mental health care globally, along with individual and environmental correlates of mental illness and mental health treatment; 3) Develop a research agenda of treatments, delivery strategies, outreach methods, policy planning and implementation, financing and human resource development aimed at reducing unmet needs for mental health treatment globally; and 4) Help identify specific 'leverage points' for educating key stakeholder groups, focusing/targeting public awareness and other types of interventions, and ultimately facilitate access to effective mental health treatment across developed and developing countries. The authority to conduct negotiations with only one source (the University of Michigan) is: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1(b)(1) and HHSAR 306-302-1(b)(1) -- unique supplies or services available from only one source. This is not an announcement of the availability of a Request for Proposals, nor is an RFP available. Responsible sources that believe they posses the expertise and capabilities identified above should submit to the Contracting Officer, by the closing date listed above, their proposal and supporting information in the format they choose. All responsible sources may submit a proposal which will be considered by the NIMH. A determination not to compete the proposed work based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Numbered Note 22.
