- The U.S. Department of State intends to award a noncompetitive purchase order with Boluarte & Vargas of Lima, Peru, using commercial item, simplified acquisition procedures authorized by FAR Parts 12 and 13 based on the firm's unique capabilities for expert communications consulting services for the Narcotics Affairs Section (NAS) of the U.S. Embassy, Lima, Peru. Under the auspices of the Bilateral Agreement between the U.S. Government and the Government of Peru for narcotics control, NAS requires services to fulfill the following objectives: a) Research and analyze political and social developments in coca growing areas and collect current field data needed by the U.S. Government and the Government of Peru to carry out programs designed to fight drug trafficking; b) Design and execute local and regional communication programs through a network of radio stations and news agency in coca growing regions. These programs will contribute towards informing local and regional populations about the negative impact of drug trafficking and drug consumption on democratic governance, the economy, and the environment. The contractor will be required to work in Peru performing services to advise the Embassy and the Government of Peru including: research and analysis related to the fight against drugs through a radio network located in Santa Lucia, Tingo Maria, and San Francisco; submit daily media monitoring as well as social and political field reports to the Embassy; produce two radio and/or audiovisual press campaigns about a priority topic in Santa Lucia, Tingo Maria, and San Francisco per month; maintain a web site on the fight against drug trafficking in Peru, and related activities. The contract type is firm-fixed-price for a base period of nine months, beginning on date of award, with one six-month option period. This notice is not a request for competitive quotations; this acquisition will be processed using the authority in FAR 6.302-1. See note 22 with the exception that the time period for receipt of quotations for consideration is 7 days instead of 45 days. Information received by noon (Ft. Lauderdale time) on March 26, 2007 will be considered solely for the purpose of determining whether to change the acquisition strategy.
