- This is a combined synopsis/solicitation. The Defense Advanced Research Projects Agency (DARPA) seeks to procure a vendor to produce a one-time, 50th Anniversary publication with the working title ?DARPA: 50 Years of Bridging the Gap.? This commemorative publication will be published in early 2008 to coincide with DARPA?s 50th anniversary. DARPA intends to issue a no-cost contract for a commercial enterprise publication in accordance with, and subject to, the requirements of DoD Instruction 5120.4, effective June 16, 1997. No price/cost proposal is required. The awardee has the right to sell and circulate advertising in order to cover costs and secure earnings (reference Department of Defense Instruction 5120.4, paragraph E4.1.10.1). The successful offeror will provide the necessary support (content writers, editors, publication support, advertising sales, etc) to ensure the final publication contains significant information about DARPA?s history, past achievements, organization, and current and future programs and initiatives. Proposals are to be submitted in accordance with Department of Defense (DoD) Instruction, Number 5120.4; the Statement of Work; and the Instructions to Offerors. Proposal due date: Proposals shall be submitted NLT 12:00, Noon, 04 April 2007. The requirements of DoD Instruction 5120.4 shall take precedence over any contradictions between DoD Instruction 5120.4 and the solicitation and shall immediately be brought to the attention of the Contracting Officer, in writing. This announcement constitutes the only request for proposals (RFP) being requested under HR0011-07-R-0006. The RFP will be issued and posted to the FedBizOpps website at http://www1.fbo.gov. This solicitation is provided under full and open competition and there is no set-aside associated with this solicitation. STATEMENT OF WORK 1. SCOPE The Defense Advanced Research Projects Agency (DARPA) seeks to obtain a vendor to produce a one-time 50th Anniversary publication with the working title ?DARPA: 50 Years of Bridging the Gap.? This commemorative publication (hereafter referred to as ?the Work?) will be published in early 2008 to coincide with the 50th Anniversary of the founding of the agency and will highlight the challenges and accomplishments achieved over the past 50 years, and current and future agency programs. This Statement of Work outlines the production and distribution of a commercial enterprise publication about DARPA and its 50 years of sponsoring revolutionary research and development programs for DoD, including information on its history, past achievements, organization, and current and future programs and initiatives. The Work is subject to the requirements of DoD Instruction 5120.4 and the regulations and instructions incorporated therein by reference. This is intended to be a work for hire. With the exception of the advertising copy, the copyright of all versions of the Work shall be assigned to the U.S. Government. 2. DESCRIPTION OF FINAL PUBLICATION The final publication of the Work shall meet the following guidelines: a) For proposal purposes, the expected page count is between 100 ? 200 pages excluding blank pages and front and back cover. However, final count may vary depending on format and content. b) A maximum of 50% of the total pages may be advertising c) Full-color pages printed on front and back d) Soft or hard cover with full-color full-bleed printing on front and back covers e) At least 8 5/8? x 111/8? in total size (although alternative formats will be considered). All other attributes of the Work (binding, paper-weight, etc.) should provide a quality appearance to the final product, but are not specified in this Statement of Work. f) Recycled paper will be used, where economically feasible, in accordance with DoDI 5120.4, paragraph E4.1.10.3.8. 3. CONTENT The content of the Work will include, but not be limited to, features, factual information, articles and images about DARPA?s accomplishments and challenges since its founding in 1958, and information about current and future programs. The vendor will provide qualified, experienced personnel who can work independently and produce the content with minimal reliance on assistance from DARPA?s staff. The vendor shall develop the content, publication?s layout and design. The vendor will work with the DARPA Public Affairs Office (PAO) to develop topics for the content to be included as a part of the Work. The vendor will also coordinate with DARPA to obtain existing content and images that may be used as a part of or as a basis for content the vendor is developing. DARPA will make final approval of all content and publication layout and design. The vendor shall provide draft versions of all content and page layouts for DARPA review at the times specified as a part of the master schedule. Public release approval is required prior to the publication or release of any content. Any DARPA related information gained as a part of the execution of this contract is only to be used in generating the content of the Work. 4. ADVERTISING The Work will not involve the expenditure of any appropriated or non-appropriated government funds. U.S. Government appropriated funds, non-appropriated funds, government materials, equipment or personnel will not be used to publish, print or distribute the Work. The vendor agrees to bear all costs and expenses of publishing and distributing the Work as provided for herein. It is expressly agreed that neither the United States Government, the Director of DARPA, his or her representatives and/or successors, nor DARPA shall be liable for any expenses or obligations incurred in publishing or distributing the Work. All costs to the vendor are solely the responsibility of the vendor. The vendor shall provide proposed advertisements to DARPA for review, and DARPA may disapprove any advertising containing or failing to contain information that is either prohibited or required under federal laws or regulations or this agreement as stated below. The contractor agrees not to include in the Work any advertising of the following types: a) Paid political advertisements for a candidate, party, or which advocate a particular position on a political issue, including advertisements advocating a position on any proposed DoD policy or policy under review, or which advocate lobbying elected officials on a specific issue; b) Advertisements that are contrary to law or to DoD or Military Service regulations or that in the Government's opinion pose a danger or detriment to DoD personnel or their family members, or that interfere with the command or installation or DARPA missions; c) Advertisements for gambling activities such as games or lotteries; d) Advertisements that are worded or phrased to give the reader the impression that DARPA in any way endorses, guarantees, or sponsors any product or service, or that otherwise implies U.S. Government or DARPA endorsement of any private entity or enterprise; e) Advertising that discriminates or implies discrimination against any person because of race, color, religion, sex, national origin, age, marital status, physical handicap, political affiliation, or any other non-merit factor of the purchaser, user or patron; f) Advertisements that are in poor taste, that fail to maintain the professional image of DARPA or that could reasonably be construed as being discrediting to DARPA or DoD; g) Advertisements for any establishment declared "off limits" by a National Capital Region military command. All proceeds from the sale of advertisements for the Work belong to the publisher, who shall look exclusively to such advertising proceeds to cover all costs and profits associated with the publishing of the Work. The contractor agrees not to enter into any exclusive advertising agreement with any firm, broker, or individual for the purpose of selling advertising associated with this contract or the Work. 5. DISTRIBUTION For proposal purposes, the maximum number of copies of the Work is estimated to be 10,000 with approximately 8000 copies directly distributed to DARPA and the remainder distributed to other locations. However, the final production number may vary. The vendor agrees to produce and provide, at no cost to the government, a minimum of 4000 and a maximum of 10,000 copies of the Work for DARPA use. Additional no-cost copies may be produced and provided based on the mutual agreement of the publisher and DARPA. An electronic copy of the Work, less advertising copy, is to be provided via a CD/DVD in PDF format (Adobe Reader 7.0). A notional DoD distribution list shall be proposed by the vendor; although, a comprehensive DoD distribution list will be required. 6. DELIVERY REQUIREMENTS/MASTER SCHEDULE / STATUS UPDATES The vendor shall update and maintain a detailed master schedule of activities to meet all planned development and publication objectives. This master schedule shall detail the status of deliverables and identify critical events/timelines to meet the established deadline of completion. The vendor will provide these updates to the master schedule for DARPA review upon request. The vendor will also meet (via teleconference or in-person) bi-weekly, as required by DARPA, to provide a status of the Work to the DARPA PAO. These meetings will include, at a minimum, status updates on content development, advertising sales and the publication timeline. INSTRUCTIONS TO OFFERORS (A) ORGANIZATIONAL CONFLICTS OF INTEREST - As part of an offeror?s proposal, they shall identify any potential conflicts and they shall agree to avoid, neutralize or mitigate such conflicts to the satisfaction of the Contracting Officer. Offerors shall provide a mitigation plan to the Contracting Officer in the event such conflicts arise. (B) FACILITIES REQUIREMENTS ? No government facilities or equipment shall be used in the performance of this effort. (C) PERIOD OF PERFORMANCE - The anticipated period of performance for this effort is 12 months beginning approximately 15 April 2007. (D) INSTRUCTIONS - Offerors shall submit only one (1) offer in response to this RFP; therefore, the Offeror?s submission should demonstrate the optimal capability in response to the requirements. Proposal due date: Proposals shall be submitted NLT 12:00, Noon, 04 April 2007. 1. Proposal Format. Proposal shall be prepared using ?Times New Roman? 12-point font style on 8? x 11 inch white paper. Tables and illustrations may use a reduced font style, not less than 8 point. Margins shall be one (1) inch on all sides. All material submitted may be single-spaced. Offerors should ensure that each page provides identification of the submitting Offeror in the header or footer. Page count for the proposal shall comply as follows: Overall Project Approach not to exceed 10 pages Three (3) instances of Past Performance 3 pages Three (3) samples of Past Performance *see note below Price Proposal N/A *Samples are not restricted by proposal preparation guidance in paragraph (D)1. above. Page limits do not apply to the samples; however, no loose pages will be considered as part of the samples (i.e. inserts or other peripheral materials). Only those pages that are part of the originally published sample will be considered. 2. Project Approach. This section shall articulate the overall approach to the project. Elements to be considered include the offeror's proposed approach to: a) Overall management to successfully complete SOW tasks. Elements addressed should include management of personnel, production, quality, schedule and sales b) Interfacing with DARPA to submit publication content and obtaining Government approvals c) Selection of qualified, experienced personnel d) Production related functions associated with the work (i.e. production capabilities, production equipment, etc) e) Achieving quality and timeliness of the finished product All responses shall be specific, detailed, and comprehensive enough to enable technical personnel to make a thorough evaluation of its content. 3. Past Performance. This section shall discuss three (3) instances of past performance, with one (1) hardcopy, production, sample provided for each instance (three samples total). The information shall illustrate relevant work of similar size, scope and complexity to that expected under this effort and must have been accomplished during the past three (3) years. Ensure that accurate and concise information is provided for each instance including: a) Title of project and sponsoring organization b) Name, mailing address, and telephone numbers and email addresses for the Technical Point of Contact (POC) and Contracting Officer, as applicable c) Brief description of the project performed, award schedule and any changes to the schedule, advertising sales data, problems identified, corrective actions taken and awards or recognition received. 4. Price/Cost Proposal. The Government intends to award a no-cost contract for this effort; therefore, no price/cost proposal is required. The awardee has the right to sell and circulate advertising in order to cover costs and secure earnings (reference Department of Defense Instruction 5120.4, paragraph E4.1.10.1). 5. Submission. Six hard copies of the complete proposal shall be mailed to the Defense Advanced Research Projects Agency, Attn: Mr. Stephen C. Davis (CMO), 3701 North Fairfax Drive, Arlington, VA 22203-1714. Additionally, mailed submissions will include the complete proposal response on a single (1) CD-ROM. Please cite the RFP number in the bottom left-hand corner of the envelope, in the footer or header of all documents, and on the CD-ROM label. Proposals may also be hand delivered to the DARPA Visitor Control Center on the First Floor of 3701 N. Fairfax Drive, Arlington, VA (also must be received by no later than the Proposal due date indicated in paragraph (D) above). Any material considered proprietary shall be marked as such with any associated disposition/handing instructions. Submissions will not be returned. Offers shall be signed and dated and show the date/time specified in the RFP for receipt of offers; the name, address, telephone number and email address of the administrative point of contact for the offeror; acknowledgement of solicitation amendments, if applicable; and the period for acceptance of the offer (minimum of 30 days required). Any offer, modification, revision, or withdrawal of offer received at the designated Government office after the exact time designated for proposal delivery is "late" and will be handled by the Government as indicated by FAR 52.212-1. 6. Communications. The Government intends to evaluate all offers received and award without discussions. However, in order to support evaluations and selection, the Government may choose to obtain proposal clarifications and/or hold discussions, with one or more of the offerors. (E) SUBCONTRACTING & TEAMING ARRANGEMENTS - Subcontracting and teaming arrangements are permissible in response to the RFP. Regardless of any arrangements made between the prime and subcontractors, the following guidance applies: 1. All proposal submissions must be submitted by the Prime Contractor 2. The Prime Contractor will, at all times, be solely responsible for performance and adherence to the standards in the contract 3. The Prime Contractor is responsible for compliance, by all participants, with DARPA?s operating procedures and policies; and 4. Only the Prime Contractor will have any privity of contract with DARPA. Proposed arrangements with subcontractors must be clearly identified in proposals to the Government. Identification must include the scope of the work to be performed as well as the method of inclusion. At all times, the Prime Contractor is responsible for contract performance and management, regardless of team size, makeup, or flow-down subcontracting agreements. Note compliance with DoDI E4.1.10.3.4. is required, which states, "The contractor agrees not to enter into any exclusive advertising agreement with any firm, broker, or individual for the purpose of selling advertising associated with this contract." (F) RFP EVALUATION CRITERIA - The government intends to make a single award resulting from this RFP to the responsible offeror whose conforming offer is considered most advantageous to the government. In order to support evaluations and selection, the Government may choose to obtain proposal clarifications and/or hold discussions, at its discretion, with one or more of the offerors. The Government will evaluate offers based on the following two criteria listed below: 1. Project Approach. General organizational capability to produce the Work as specified in the Statement of Work. Factors to be considered include the offeror's proposed approach to: a) Management (i.e. personnel, production, quality, schedule and sales); b) Interfacing with the DARPA Public Affairs Office (PAO); c) Performing personnel functions (i.e. selection of personnel, qualifications, experience) related to the work; d) Performing production functions (i.e. physical plant capabilities, production equipment, etc) related to the work; and e) Achieving quality (i.e. paper types, weight, finishing, etc) and timeliness (i.e. schedule) of the finished product 2. Past Performance Record. Demonstrated ability to successfully produce a similar work. Factors to be considered include the offeror's: a) Demonstrated success in contract performance (Review of past performance information provided for relevancy to this effort - work of similar size, scope and complexity, accomplished during the past 3 years, description of the effort performed, award schedule and any changes to the schedule, problems identified, corrective actions taken and awards or recognition received); b) Demonstrated quality of content, layout and general appearance displayed in a similar work (Review of hardcopy, production samples provided); and c) Demonstrated capability to successfully recoup publication costs via advertising sales (Review of advertising sales data provided). Relative order of importance for the evaluation factors is as follows: 1 is greater than 2. (G) AWARD ? Contractors will be notified by email regarding the disposition of their proposals. These notifications will be issued at the time the Contracting Officer issues the contract to the selected Contractor. (H) QUESTIONS - Questions regarding this RFP shall be directed only to the Contracting Officer at Stephen.C.Davis@darpa.mil. All questions related to this RFP must be received by 29 Mar 2007, COB.
