- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a sole source solicitation to RSL Electronics, Migdal Ha?Emek, Israel. Solicitation number FA8104-07-R-0358 is issued as a Request for Proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15. The NAICS Code is 541330. CLIN 0001 ? Engineering Services/linear control loop modification (see description below). CLIN 1001 ? Option for Additional Services/non-linear control loop modification (see description below). Delivery ? 26 weeks ARO. Inspection ? Origin/Acceptance ? Destination, FOB - Destination. 1. SCOPE: The current design of the DTCA is allowing engine exhaust gas temperature (EGT) to fluctuate. Previous experimentation with a loop gain increase of approximately 70% has shown desirable results, however, additional consideration is required to validate a final conclusion. The USAF requires a greater reduction in engine EGT fluctuation. 2. APPLICABLE DOCUMENTS/TECHNICAL DATA: The following documents are applicable to this Statement of Work. 2.1. Summary Report CIP 85F194 J85-5 RSL DTCA Evaluation 2.2. GE J85-5 T5 Amplifier Specification M50TF2617 2.3. Mil Std 2218 Thermal Design, Analysis, and Test Criteria for Airborne Electronic Equipment 2.4. Mil Handbook 217 Reliability Predictions of Electronic Equipment 3. REQUIREMENTS: 3.1. Define the contractor recommendations to improve the DTCA design, with the intention of decreasing engine EGT fluctuation. DTCA must meet the requirements in M50TF2617. 3.2. Provide Test Report demonstrating the following: 3.2.1. Compliance with requirements specified in M50TF2617 paragraph 3.14.15.2 through paragraph 3.14.15.2.6 and 3.14.15.8. 3.2.1.1. A bode plot shall be provided demonstrating compliance with M50TF2617 paragraphs 3.14.15.2.2 and 3.14.15.2.6. 3.2.2. Provide Gain and Phase stability using a Nyquist Plot. 3.2.3. Validation why the changes in 4.2.1 will potentially reduce EGT fluctuation. 3.2.3.1. Provide the damping coefficient before and after change is implemented. 3.3. Perform on-wing testing of the modified DTCA according to a test plan that the contractor will develop. Test plan will need approval of 549thCBSS/GBEA. Test report will also be developed by the contractor reporting to 549thCBSS/GBEA the results of the on-wing testing. 3.4. Recommend a statement for inclusion into the present specification M50TF2617, which better defines the improvements that need to be made to the DTCA to reduce the EGT fluctuation. Include placement for such statement. If the specification does not support the improvements proposed by the contractor then the contractor will recommend an amending statement for the specification. 3.5 The government will provide the 12 ea. prototype DTCA?s to the contractor to be modified with the approved flux reducing design changes for testing. These 12 DTCA?s will be shipped back to the government concurrent with the documentation and final report. Option 3.6 Further analysis and recommended improvement for engines exhibiting ?non-linear ?performance characteristics.
