Description
THIS IS A SYNOPSIS FOR A SOLE SOURCE ACQUISITION (REFERENCE FAR PART 13.106-1(b)) AS REQUIRED BY FAR PART 5.2. THIS IS NOT A REQUEST FOR QUOTATION/PROPOSAL. The Contracting Officer has determined that the circumstances of this contract action deem only one source is reasonably available. This requirement is considered noncommercial in nature and any resultant purchase order will be awarded in accordance with FAR Part 13. The 45th Contracting Squadron intends to award a sole source Fixed Price purchase order for the development of compact LVS and SVS whole air sampling system designs, using COTS components to the maximum extent possible, to meet unique Air Force requirements, to Mechtronic Solutions, Inc (CAGE Code: 1E3G6). Systems are intended for ground, UAV or other airborne platforms. Required specifications include weight less than 100 lbs for LVS and 50 lbs for SVS and footprint less than 36x30x30 and 18x18x36 respectively, while still maintaining large volume capacity/sampling capability. Systems are to be modular, scalable, reliable, rugged, and rapidly adaptable to a variety of transportation platforms. Design must be completed within 3 months or award. It is not anticipated that any other firm could complete this requirement without a substantial duplication of costs. The majority of the required design work for this requirement was procured by the Air Force on previous contracts. It is anticipated that a competing firm would incur significantly higher costs for the design, and would not be able to complete the design in the required time frame. Secret security clearances are required for contractor employees at time of award. Solicitation FA2521-07-T0110 will be issued as a Request for Quotation (RFQ). It is advertised with a North American Industry Classification System (NAICS) code of 541330, with a size standard of $4.5M. This acquisition will be conducted as a small business set-aside. Potential contractors must be registered in the Central Contractor Registry to be eligible for award (See Internet site: http://www.ccr.dlsc.dla.mil). It is mandatory to obtain a DUNS number prior to registering in CCR by calling Dun & Bradstreet (1-800-333-0505). This Notice of Intent is not a request for competitive quotations. Any firm that believes it can meet the specifications above may give written notification to the point of contact below. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government.
