- National Security Technologies LLC (NSTec) is the management and operating contractor for the National Nuclear Security Administration (NNSA) at the Nevada Test Site (NTS). The NNSA has tasked NSTec with addressing certain constituents in classified material in preparation for long term storage. Stabilization and potentially decontamination is required for 32 drums of classified material for the following reasons: a. To ensure compliance with the Nevada Test Site Waste Acceptance Criteria (NTSWAC) process utilized for long term storage (analysis and/or stabilization as necessary to address chrome, or sanitization of classified material via metal melting). b. Segregate potentially solvent contaminated combustibles or other miscellaneous materials that might be packed with the classified material. Trichloroethane (assumed to be 1,1,1,-trichloroethane) and wipes were used for general cleaning purposes in the disassembly process. The 1,1,1-trichloroethane would not have come into direct contact with the beryllium. c. Analysis and/or stabilization of classified material as necessary and treatment of any mixed low level waste which may be generated as a result of visual examination and segregation of the classified material. Sanitization of the classified material via metal melting is an acceptable alternative to analysis and/or stabilization. The objective is to have an independent vendor analyze and/or stabilize classified material drums at a secure facility to meet the NTSWAC process utilized for long term storage. Decontamination may be required in order to meet the NTSWAC. Sanitization of the classified material via metal melting is an acceptable alternative to analysis and/or stabilization. The vendor will meet Department of Energy (DOE) classified material handling requirements. Any mixed waste generated in the process will be managed in accordance with applicable requirements. Once the classified material has been analyzed and/or stabilized, the classified drums will be returned to NTS. The vendor must have an existing DOE approved security plan and Q-cleared personnel for performing this work. NSTec will commence shipment of these materials to the awarded vendor by May 30, 2007. Classified material must be able to meet the NTSWAC for long term storage and returned to NTS by September 15, 2007.
