Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Heart, Lung and Blood Institute (NHLBI) Procurement Branch on behalf of the National Institute of Arthritis and Musculoskeletal, and Skin Diseases (NIAMS) intends to negotiate and award a purchase order on a noncompetitive basis to GATAN, 5933 Coronado Lane, Pleasanton, CA. 94588-8518 to purchase a preventative maintenance plan. The following line items will continue to be serviced and maintained for the period 4/01/07 to 03/31/08. There will be no break in service; therefore, no pre-maintenance inspection is warrant. (PMP) - Serial 794.10BP2.PMP Multiscan camera, (line item 2) serial # 795.PMP 795 2kx2k GdeB MSC, (line item 3) 850.2K10B.P GIF 2002 (200kV). GATAN is the manufacturer with no service distributors, therefore; only the manufacturer?s certified technician is authorized to perform preventative maintenance service. In order for the government to maintain its existing warranty on replacement parts they must be compatible with existing equipment. FAR guidance when critical services or supplies are deemed necessary, under FAR 6.302-1 (a), Only one responsible source and no other supplies or services will satisfy agency requirements, No substitutions possible; needed to continue on-going experiment; change in supplies disruptive to experiments. An award to any other source would affect the NIH prior and current research involving NIAMS genetic studies currently in progress and would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 811219 and the Small Business Standard is $6.5. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number NHLBI-PB-(AR) 2007-111-RCO may be submitted to the Quotations in response to this notice must be received by April 05, 2007, 5:00 pm.
