Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for proposals. This solicitation is issued as a Request for Quotations (RFQ), number HSCG85-07-R-625593 and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-15. This is a total small business set-aside procurement. The Small Business size standard is 1000 employees.. The NAICS is 336611. The contract will be awarded using simplified acquisition procedures in accordance with the provisions of FAR 13.5. The requirement is to accomplish repairs on CGC ALEX HALEY?s POTABLE WATER TANK and CHILLER CONDENSERS. Work will be accomplished at cutter?s home moorage of Kodiak, Ak, during the period of 6 through 25 April 2007. Quotations submitted in response to this RFQ must include: (1) Item number and pricing as shown above, record of past performance for similar contracts in the form of letters of reference or contract performance ratings and Contractors full name, address, and telephone number. (a) Factors for evaluation will include price and past performance on similar type contracts; past performance and price are of approximately equal importance.. It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accounting Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the Coast Guard as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe that Coast Guard procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the Coast Guard Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protesters concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth at FAR 33.103(d)(2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. THE CONCERNED WORK AREAS ARE THE POTABLE WATER TANK (5-34-0-W) AND FUEL OIL TANKS (5-33-1-F AND 5-33-2-F). THE AREAS IS LOCATED ON THE PORT AND STARBOARD SIDES, BETWEEN FRAMES 34 AND 36. SEE THE CG DWGS ABOVE FOR GUIDANCE AND DETAILS. In the presence of the Coast Guard Inspector, inspect and test all affected equipment and systems to document original condition. Submit a Condition Found Report for all affected spaces noting any discrepancies in equipment and system operation. Tag-Outs ? Secure, isolate, and tag-out all affected mechanical, piping, and electrical systems in accordance with the General Requirements. Remove or protect all interferences. All interferences that are removed shall be tagged to facilitate proper reinstallation. Ensure that all removed equipment is kept in a clean, dry, and protected location. Obtain verification from the Coast Guard Inspector for the protective measures taken for equipment not removed. GAS FREE CERTIFICATION Gas free and certify affected compartments in accordance with the General Requirements. The affected compartments must be certified ?Safe for Personnel ? Safe for Hotwork? for the duration of work performed under this item. Gas Free Certificates indicating the current status of each compartments shall be posted on the Quarterdeck and at each open access to the compartments. Provide one copy to the Coast Guard Inspector. HOTWORK ? CONDUCT ALL HOTWORK IN ACCORDANCE WITH MLCPAC STD SPEC 074. ALL WELDS SHALL BE CONTINUOUS, 100% EFFICIENT WELDS. Tank repairs Crop out and renew five (5) vertical stiffeners and the longitudinal stiffener on the longitudinal bulkhead, starboard side the in accordance with CG Dwg(s) 282-WMEC 114-003 and MLCPAC Std Spec 074. Take steps to straighten starboard bulkhead when renewing stiffeners. Relieve port side longitudinal stiffener on the longitudinal bulkhead, as required, and straighten the port side bulkhead. Re-weld cut(s) done on stiffener in accordance with MLCPAC Std Spec 074. Grind and weld repair the cracked welds on: vertical stiffeners weld joints, at Frame 35, to the overhead transverse member, upper joint, port side and upper and lower joints, starboard side; and the gusset to forward bulkhead joints that are in line with the longitudinal stiffener on the longitudinal bulkhead, at Frame 34. Ensure that welding does not warp or cause any distortion to adjacent plating. CRACK REPAIR It is necessary to determine if the crack that is visible on the surface of the weld bead, continues under the surface to some unknown point. In the presence of the Coast Guard Inspector perform a UT inspection of the affected weld beyond the end(s) of the visible crack, in accordance with NAVSEA T9074-AS-GIB-010/271, to determine the extent of the cracked weld. Grind the weld area to the extent of the crack (approximately 2? long between the Potable Water Tank and the Fuel Oil Tank); and a 4? crack, approximately, on the outboard side of the starboard bulkhead, at Frame 35, opposite of the lower end of the vertical stiffener, accessible from Fuel Tank (5-33-1-F), in accordance with paragraph 13.2.2 of MIL-STD-1689. Sidewalls of the excavation shall be approximately 20? from the vertical and a minimum bottom radius of 1/8?. Weld repair the ground out area. Ensure that welding does not warp or cause any distortion to adjacent plating. INSPECTIONS In the presence of the Coast Guard Inspector, visually inspect and perform a magnetic particle or dye penetrant test on 10% of all new welds in accordance with NAVSEA T9074-AS-GIB-010/271 and MIL-STD-1689. Test acceptance standards shall be to Class III criteria in accordance with MIL-STD-2035. Repair all weld deficiencies and retest. Upon completion of all welding, perform a liquid film bubble emission test on all water tight boundaries (hull plating welds) in accordance with the General Requirements. Conduct a 2 psig air test on the Fuel Oil and Potable Water Tanks and hold for ten minutes. There shall be no pressure drop during that time period. Repair all deficiencies and retest until correct. The Contractor shall use a regulator and gage to conduct the test. The gage shall be calibrated to the proper scale and range to measure the 2 psig air pressure requirement. PROVIDE A WRITTEN REPORT OF ALL NONDESTRUCTIVE TEST FINDINGS TO THE COAST GUARD INSPECTOR. SURFACE PREPARATION ? UPON COMPLETION OF SUCCESSFUL NONDESTRUCTIVE TESTING, PREPARE ALL NEW AND DISTURBED AREAS IN ACCORDANCE WITH SSPC-SP 11. FEATHER THE SURROUNDING SURFACES TO OBTAIN A 3-INCH WIDE SMOOTHLY TAPERED BOUNDARY FROM THE EXISTING PAINT TO THE PREPARED SURFACE. Prior to applying any coating, remove all dust, grease, oil, or other contaminants from all prepared areas in accordance with applicable local, state, and federal laws and regulations. The Coast Guard Inspector will verify all surface preparation. Upon verification from the Coast Guard Inspector on all surface preparation, prime and paint all prepared surfaces to match existing adjacent surfaces in accordance with the applicable sections of COMDTINST M10360. RESTORE ALL INTERFERENCES TO THEIR ORIGINAL CONDITION IN ACCORDANCE WITH THE GENERAL REQUIREMENTS. Remove all plugs, tools and other foreign material from the fuel tanks prior to installing covers. The Contractor and Coast Guard Inspector shall verify the inside of the tank is clean and free of foreign material. Install access covers using all new stainless steel, Type 316, fasteners and new 1/8? thick synthetic rubber gasket conform to SAE, AMSC6183. Install new cotton grommets on each stud between the access cover and the washer. Chase threads on studs where necessary to ensure even installation of the access covers. CLEARING TAGS ? RESTORE ALL AFFECTED SYSTEMS AND CLEAR TAGS IN ACCORDANCE WITH THE GENERAL REQUIREMENTS. IN THE PRESENCE OF THE COAST GUARD INSPECTOR, TEST ASSOCIATED SYSTEMS AT COMPLETION OF WORK TO ENSURE PROPER RESTORATION OF EQUIPMENT. RESTORE THE WORK AREA TO A CLEAN CONDITION IN ACCORDANCE WITH THE GENERAL REQUIREMENTS. COORDINATE ALL INSPECTIONS WITH THE DESIGNATED COAST GUARD INSPECTOR TO MINIMIZE PRODUCTION DELAYS. 0002 - Chiller condenser assess and repair S_ 221843_51400_CKN_0207_280 SCOPE The intent of this item is to assess the chiller condensers of air conditioning and heating (HVAC) systems, renew # 2 chiller condenser, find and repair all refrigerant leaks, report and propose any additional repair, grooming, then put the whole HVAC system back to operation. See NSTM Chapter 516, paragraph 515-1.115 for special handling requirements and safety precautions. Do not knowingly vent or otherwise release or dispose of any Class I or Class II refrigerants into the environment. A class I refrigerant is classified as a toxic substance. Effective 1 July 1992, 42 U.S.C. 7671 prohibits any person from knowingly venting or otherwise releasing or disposing of any Class I or Class II refrigerant into the environment. The Contractor shall comply with all applicable federal, state and local laws and regulations in addition to applicable Coast Guard Regulations. NOTE: It is recommended that Contractor conduct a shipcheck prior to bidding to determine the piping route, equipment location, electrical connections, and other complications that may arise during the actual work. THE CONTRACTOR SHALL GIVE 24 HOURS NOTICE TO THE CUTTER PRIOR TO THE START OF WORK. PRIOR TO THE START OF WORK, PUMP DOWN ALL REFRIGERANT IN THE EXISTING AIR CONDITIONING SYSTEM INTO AN APPROVED PRESSURE VESSEL AND RETAIN THE REFRIGERANT FOR REUSE. IF PRACTICAL & IF ISOLATION VALVES PERMIT, PUMPING DOWN OF AIR CONDITIONING SYSTEM MAY BE LIMITED TO THAT PORTION OF THE SYSTEM WHICH WILL ALLOW FOR EFFECTIVE & SAFE HANDLING OF REFRIGERANT UNITS WHILE PERMITTING BALANCE OF AIR CONDITIONING SYSTEM TO OPERATE NORMALLY. CONDUCT EDDY CURRENT TEST ON BOTH UNITS TO DETERMINE CAUSE OF FAILURE, RECOMMEND ACTIONS. SUBMIT A CONDITION FOUND REPORT (CFR) OF INSPECTION FINDINGS TO COAST GUARD INSPECTOR. REPLACE THE SYSTEM?S OIL AND VERIFY THE CONDITION OF ALL SEAL AND CONNECTIONS. RENEW FILTERS, DRYERS AND ALL CONSUMABLE PARTS. CLEAN THE REFRIGERANT PIPING IN ACCORDANCE WITH NSTM CHAPTER 516, SECTION 8, PARAGRAPH 516-8.28. CAUTION DO NOT pressurize a refrigerant system with AIR. At pressures above atmospheric and with air concentrations greater than 60 percent by volume, refrigerants HCFC-22 (R-22) AND HFC-134a can form combustible mixtures. FOLLOWING CLEANING, LEAK TEST THE SYSTEM USING DRY NITROGEN IN ACCORDANCE WITH SECTION 8 OF NSTM CHAPTER 516. CORRECT ALL LEAKS AND RETEST, AS NECESSARY. FOLLOWING A SUCCESSFUL LEAK TEST, EVACUATE AND DEHYDRATE THE SYSTEM IN ACCORDANCE WITH SECTION 8 OF NSTM CHAPTER 516. AFTER IT HAS BEEN EVACUATED AND DEHYDRATED, CAREFULLY CHARGE THE SYSTEM WITH CLEAN DRY OIL AND RECYCLED REFRIGERANT (R-134A) ACCORDING TO MANUFACTURER?S SPECIFICATIONS. REFRIGERANT CHARGE SHALL INCLUDE RECYCLED AND FILTERED REFRIGERANT MOVED FROM OLD SYSTEM TO THE MAXIMUM EXTENT POSSIBLE. ANY NEW REFRIGERANT REQUIRED TO FULLY CHARGE THE SYSTEM SHALL BE PROVIDED BY THE CONTRACTOR. AFTER SYSTEM HAS BEEN EVACUATED, DEHYDRATED AND CHARGED, CONDUCT AN OPERATIONAL TEST FOR A CONTINUOUS PERIOD OF AT LEAST EIGHT (8) HOURS TO DETERMINE IF THE NEW REFRIGERATION SYSTEM IS OPERATING PROPERLY. DURING THE TEST, DEMONSTRATE PROPER FUNCTIONING OF ALL EQUIPMENT, SYSTEM AND CONTROL. CHECK THE OPERATION OF EACH EVAPORATOR COIL. MAKE NECESSARY ADJUSTMENTS OR REPAIRS UNTIL THE UNIT OPERATES SATISFACTORILY IN ACCORDANCE WITH CG TECH PUB 3237 AND NSTM CHAPTER 516. COAT ALL NEW AND DISTURBED PIPING IN ACCORDANCE WITH COMDTINST M10360.3 (INCLUDING BUT NOT LIMITED TO CHAPTER 10 PARAGRAPH 23, AND CHAPTER 12--TABLES 16 AND 17). PAINT COATINGS DAMAGED IN CONJUNCTION WITH THIS ITEM SHALL BE RESTORED TO MATCH SURROUNDING SURFACE IN ACCORDANCE WITH THE APPLICABLE SECTIONS OF COMDTINST M10360.3.
