Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is for Full and Open Competition. The NAICS Code for this synopsis/solicitation is 541990, Size Standard $6,500,000.00. Solicitation/Purchase Request number F2KBAA7051A002 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-15 effective 12 FEB 07. The Government intends to award one contract based on the following contract line item numbers: (CLIN 0001) Senior Research Fellow Services ? U/I = Unit. Period of Performance 1 May 2007 ? 30 Apr 2008. Units will be based on milestones proposed by vendor. STATEMENT OF NEED Research, documentation, and presentation services needed to support the development of deployable tensioned radar structural architectures for space. The investigator shall have specific experience in the research of tensioned radar architectures including 1) the development of reasonable deployment operations, 2) analysis methods to predict the system performance, 3) knowledge of system structural requirements and, 4) knowledge of how these requirements influence the structural architecture. The results of the investigation are intended to be presented at the NASA/DARPA/AFRL/JPL sponsored Large Space Systems Workshop. To secure a position in this conference, the investigator is required to be an internationally recognized leader in the deployable space structures community and the academic community. The investigator shall have a prior history of publications on tensioned radar systems and tensioned structures in general. (CLIN 0002) Travel - to include Airfare, Per Diem, Rental Car ? Quantity: 4 Unit of Measure: Unit. Period of Performance 1 May 2007 ? 30 April 2008. 4 Trips are expected to be performed at the following locations: Wright Patterson AFB. OH.; Kirtland AFB. NM. (2X); Langley AFB. VA. Travel shall be IAW the DoD Joint Travel Regulation (CLIN 0003) Indirect Costs ? Units. Period of Performance 1 May 2007 ? 30 April 2008 (CLIN 0004) Fixed Fee ? Units. Period of Performance 1 May 2007 ? 30 April 2008 NOTICE TO OFFERORS All offerors shall include three past performance references. Past performance information shall include the following information: Contract Number, Contract Period of Performance, Contracting Office and Address, Contract Administrator (CA), CA Contact Information, Contract Value, Total Contract Value, Type of Contract, and a Brief Description of the Services Performed. List all publications relating to knowledge of tensional radar systems and tensioned structures. Resume of individual to include recognition by the International community in relationship to tensioned radar system and tensioned structures in general. Payments will be made using units based on milestones scheduled during the Period of Performance. All offerors shall propose a milestone schedule based on the milestones within CLIN 0001. Presentation and Attendance at Large Space Systems Workshop Conference: 08/01/07. Estimated Pay: 16% MILESTONE 5: Tentative outline due: 12/01/07 Estimated Pay: 12% MILESTONE 6: Trip to Kirtland AFB. NM. Estimated travel date: Jan/Feb 2008 Estimated Pay: 8% MILESTONE 7: Final draft for reviewing comments due: 03/01/08 Estimated Pay: 12% MILESTONE 8: Publication Ready Article for periodical due: 04/01/08 Estimated Pay: 24% FOB: DESTINATION.
