Description
The 412 Test Engineering Group (TENG)/Instrumentation Division, Edwards AFB, CA is seeking potential sources capable of providing 3 each MIDS Flight Recorder, Fighter Qualified, P/N 1030090 to support B-1/B-52 bombers. The following is a description of the flight recorders: The multifunctional information distribution system (MIDS) flight recorder connects directly to the support port of the MIDS terminal without the need for a device to convert from the terminal?s AUI format to Ethernet. It is a Link-16 terminals, including JTIDS Class 2s, FDLs, MIKS LVT(1)s and MIDS LVT(2)s , are used by the military for tactical communications. A Support Port on these terminals provides a means of obtaining detailed information about the data exchanged. In addition to recording all transmitted and received messages, the support port records data not normally available on the 1553 bus including transmissions originated by the terminal such as its own PPLI, initial entry messages, machine receipts, and relayed messages, as well as navigation performance data, signal quality measurements, and digitized voice. In addition to the AUI interface, the flight recorder includes two 1 PPS timing signals inputs. The fractional difference between these is periodically measured and recorded to facilitate correlating Link-16 data (time-tagged with JTIDS network time) with TSPI data (time-tagged with GPS UTC time). The recorded data is stored on removable Compact Flash. A software utility package is included which allows the test analyst to specify exactly what data is to be recorded (FIMSs, FOMs,DTBs, IDBs) without impacting the mission computer. This software package also includes data extraction routines to support analysis of the recorded data. The flight recorder requires 28V aircraft power, weighs less than 5 lbs, draws less than 5 amps, and meets the following environmental specifications: Operating temperature: -20 degrees C to +71 degrees C; Non-operating storage temperature: -40 degrees C to +71 degrees C; Humidity: 100% relative humidity, with condensation; Altitude: 50,000 ft; E xplosive Atmosphere: 50,000 ft per MIL-STD-810 method 511.3 Proc I; Random Vibration: 30 minutes each axis; Gunfire Vibration: 12 inches from muzzle, sinusoidal over random, 15 minutes each axis; Crash Safety: 40 Gs longtitudinal, 20 Gs vertical, 15 Gs lateral; EMI: MIL-STD-461E; Physical: Size (excludes connectors and fasteners): 6.375(W)x4.906(T)x1.906(D) in.; Weight: -3 lbs; Power 28VDC, MIL-STD-704f; Place of delivery and acceptance is Edwards AFB, CA 93524; Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to providing 3 each MIDS Flight Recorder for Edwards Air Force Base, California. Firms responding to this synopsis must identify their company?s capabilities to perform the requirements described herein, reference the synopsis number and indicate whether or not that they are a small or small disadvantaged business concern as defined in FAR 52.219-1. The NAICS code is 334220. The Small Business size standard is 750. The information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Air Force. The Government does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price contract will be awarded in April 2007.
