Description
This announcement constitutes a Source Sought Synopsis. This is not a Request for Proposal and will be used to identify SBA Certified 8(a) and/or Hub Zone and Service Disabled Veteran-Owned Small business firms for the purpose of determining how the solicitation will be advertised. We are seeking SBA Certified 8(a) Firms certified in the Small Business Administration Region IV, which includes the States of Kentucky, Tennessee, North Carolina, South Carolina, Georgia, Alabama, Mississippi and Florida. Also, we are seeking Hub Zone and Service Disabled Veteran-Owned Firms nationwide. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Jacksonville District of the US Army Corps of Engineers is planning a project to construct a surface-water treatment facility in conjunction with surface features of an aquifer storage recovery (ASR) system. This pro ject includes a base bid and one option. The Base Bid includes construction of surface facilities for a nominal 10 mgd water treatment plant set up for withdrawing, treating and injecting surface water from the C-44 Canal into one Aquifer Storage and Reco very (ASR) well; and the recovery, re-treatment and discharge of stored groundwater from the ASR well back to the C-44 Canal. The base includes the following major components: raw water intake screen; raw water pump station; raw water pump (1); pressure fi lters (2); backwash equalization pond; backwash solids pond; backwash decant pump station; backwash disc filter; polymer system; in-line UV disinfection system (1); ASR well recovery pump (1); cascade aerator; yard piping; prefabricated operations building ; electrical enclosure (1); site instrumentation and controls (I&C), and electrical work; security fencing; gravel access road/equipment pads; and incidental related work. The Option Bid defines expansion of the surface facility to include a second raw wat er treatment line, and ASR system. Option Bid Items include the following major components: raw water pump (1); disc filter; disc filter effluent pump station; in-line UV disinfection systems (2); ASR well recovery pumps (2); electrical enclosures (2); an d option associated piping, I&C, electrical, and civil site development work. This project is to be constructed for the Comprehensive Everglades Restoration Plan, in cooperation with the State of Florida sponsor, the South Florida Water Management Distri ct. The Magnitude of Construction is between $10,000,000 and $25,000,000. Please provide a Statement of Capability (SOC) stating your skills, experience, and knowledge required to perform the specified type of work. This SOC should be a brief description of your companys capabilities. The contractors should provide brief references of jobs they have performed and the magnitude of construction. Also, interested contractors must include bonding information (on the bonding company letterhead) that the compan y has the capability of receiving bonding up to $25 million. If we do not receive an adequate number of qualified respondents (i.e., two or more responsible firms), the solicitation shall be issued on an unrestricted basis and all firms regardless of size shall be eligible and encouraged to compete for this project. REMEMBER: DO NOT REGISTER AS A PLAN HOLDER AT THIS TIME. THE FINAL PLANS AND SPECIFICATIONS WILL CARRY A DIFFERENT IDENTIFICATION NUMBER AND REGISTRATION WILL BE REQUIRED AT THAT TIME.
