Description
The U.S. Bureau of Reclamation is issuing a solicitation for the purpose of requesting proposals for the San Juan River Recovery Implementation Program (SJRIP). It is the Government's intent to award a one-year contract, without discussions. However, if negotiations are needed, the negotiations will be held on or about May 22, 2007. Since the majority of this work will occur on Navajo Nation lands, all offerors must obtain all necessary permits and permissions from the Navajo Nation and provide evidence of this with their proposals. The SJRIP's goal is to allow water development to continue according to state and Federal laws while recovering two endangered fish species: the Colorado pikeminnow and razorback sucker. The work to be performed is: monitor water temperature at 8 different locations in the San Juan River, NM and UT; create a database of water temperatures that can be posted and accessed at the SJRIP website; using seven general habitat categories and 27 sub-types of habitat yearly map aquatic habitat at a scale of 1" = 200', digital video files for the entire San Juan river will be provided to the contractor by Reclamation; examine the relationships between hydrology (especially recent antecedent hydrology conditions) and habitat conditions throughout the river, especially backwater habitats and habitat complexity; create detailed maps for two, 0.75 mile reaches at a scale of 1" = 75', develop a two-dimensional steady-state model of the hydrologic processes involved in forming and maintaining the two reaches. These two reaches have been identified by previous Recovery Program studies as representative of complex reaches throughout the river that are important to endangered fish species. Determine long-term change in river floodplain cross sections at 14 key locations and compare the relationship of this change to antecedent hydrology. The survey frequency for the 14 locations is 5 years with the next survey due in 2009 following runoff. This work is a continuation of a long-term monitoring effort. Surveys should be conducted at a scale to provide comparisons with data collected previously; use the data collected through habitat mapping to better define the relationships between hydrology and channel morphology and habitat in response to both river stage and antecedent conditions. The work is located at monitoring sites in the San Juan and Animas Rivers. The work will be performed under NAICS Code 541710. The contract will be firm-fixed price.
