- THIS NOTICE IS ISSUED AS A SOURCES SOUGHT ANNOUNCEMENT ONLY and while a solicitation does not presently exist, a solicitation will likely be crafted based, in part, upon responses to this notice. NAVFAC Midwest is currently seeking potential sources for a performance based preventive maintenance and emergency troubleshooting & repair service program for the existing base central steam plant digital boiler control systems. This is not a request for proposal and no solicitation is available at this time. A market research survey is being conducted to determine interest and capability of potential sources from any 8(a), HUBZone, Service Disabled Veteran-Owned Small Businesses, and/or general Small Business offerors. All interested parties are invited to respond by registering and submitting a statement of capabilities (as described later in this announcement). The Central Steam Plant Boiler Control System is comprised of a network of devices including servers, client work station computers, programmable logic controllers, input/output modules, switches, etc, all operating and communicating in an integrated manner using a variety of different software programs/packages that control and facilitate various network processes/applications, such as communications, process control, operator system interface, data storage, etc. A majority of the applications used by this system were developed by Rockwell Automation and all controller programs are written using Rockwell Automation software, which serves as the backbone upon which the entire control system is built. Plant operators monitor and control the boilers and other equipment using networked clients/workstations which access process data constantly being collected by system control devices, using a graphical interface operating on the network servers. The majority of system control equipment is manufactured by Allen Bradley. The scope of the anticipated service contract includes a variety of maintenance duties in support of the Central Steam Plant Boiler Control System including routine/periodic preventive maintenance, as well as emergency system troubleshooting and repair. Routine/preventive maintenance tasks will include system backups, software revision upgrades/installations, checking various network equipment functions/status indicators, etc. Emergency system troubleshooting and repair tasks will include addressing network equipment and/or control system software program failures or inadequate performance. These tasks would be performed at varying times, including normal working hours, after hours, on weekends and holidays. In essence, a Control Engineer with intimate and complete system knowledge must be available to respond to emergencies 24 hours per day, 365 days per year, due to the critical nature of the processes/equipment being controlled by the system. An additional category of tasks required under the anticipated service contract includes various control system modification and add-on projects that may be developed during the contract period. These projects might include control programming modifications or additional logic in support of new or modified control equipment/strategies and may also require the purchase, installation and programming of new control system devices. If issued, the request for proposal (RFP) will likely be a combination of Firm Fixed Price/Indefinite Quantity Performance-Based Contract, using Best Value Source Selection Procedures. In addition, if issued, the RFP will likely include a base period award for a period of up to one year with up to four (4) option periods (years). Exercise of each option period would depend on contractor performance and whether the requirement continues to exist. The total duration, including exercise of any options, would not likely exceed sixty (60) months. The North American Industry Classification System (NAICS) code is 238220 for which the small business size standard is $13M. This is not a request for proposal and no solicitation is available at this time. STATEMENT OF CAPABILITIES SUBMITTAL REQUIREMENTS: Statement of Capability (SOC) responses will be the basis for the Government?s decision to establish this requirement as a competitive 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, Small Business set-aside acquisition, or an unrestricted acquisition. Interested Small Business, 8(a), HUBZone, or Service-Disabled Veteran-Owned Small Businesses must submit a Statement of Capabilities, which describes in detail the firm?s capability to provide the previously described services at the Naval Station Great Lakes, Illinois. The SOC shall include the following: (1) Full name and address of the firm; (2) Year firm was established; (3) Names of two principals to contact (including title, telephone, and fax numbers); (4) Proof of 8(a) certification, HUBZone Certification, Service-Disabled Veteran-Owned Small Business Status, or Small Business Status; (5) If responding as an 8(a), provide the name and phone number of your SBA Business Opportunity Specialist; (6) Certification that registration in the Central Contractor Registration (CCR) database at http://www.ccr.gov and online representations and certifications at https://bpn.orca.gov are current; (7) If responding as an 8(a), positive statement of eligibility as an 8(a) under NAICS Code 238220 with average annual receipts of no more than $13M; (8) Certifications/Resumes and past performance documentation of a minimum of (5) previous projects completed in the last (5) years that are similar in size, scope, and complexity to this project. Also include: (a) Prior experience of key company personnel (including but not limited to proposed control engineers, field technical personnel, programmers, etc) in providing similar services (b) Prior experience of all planned subcontractors in providing similar maintenance and repair services (c)Evidence of ten (10) years or more of control system engineering, installation, programming, and maintenance experience (d) Evidence of significant quality experience using, installing, programming, and maintaining Allen Bradley equipment (e) Evidence of significant quality experience using, installing, upgrading, programming, and maintaining a server-based control system network, including operating system configuration and environment along with the Rockwell Automation control system configuration/hierarchy. (f) Evidence of significant quality experience in the programming strategies typical of a steam/electric cogeneration plant including demonstrated experience in programming boiler burner management systems/strategies, combustion control systems/strategies, gas turbine generator control systems/strategies, reverse osmosis water treatment control systems/strategies, and various level, pressure, flow, and temperature control systems/strategies. (9) Information relative to past performance on contracts of this type. The quality of work previously performed and the relative capability of the firm to effectively accomplish the work requirements of a contract similar to the one proposed will be assessed based on references provided by the firm. Include information for similar contracts currently in progress or completed within the last five years. The following information (Government or Commercial) shall be provided for each of your references. (a) Contract Number and Project Title; (b) Name of the Contracting Activity; (c) Administrative contracting officer?s name, current telephone number; (d) Contracting officer?s technical representative or primary point of contact?s name and current telephone number; (e) Contract type (e.g. firm fixed price, cost plus, requirement, or combination); (f) Period of performance; (g) Basic contract award amount and final contract value; (h) Summary of contract work; (10) Provide information on any proposed teaming arrangements. Any joint ventures with 8(a) members will have to comply with CFR Title 13, Section 124.513 The Statement of Capabilities must be complete and sufficiently detailed to allow the Government to determine the potential firm?s qualifications to perform the defined work. The SOC must be on 8 inch by 11 inch standard bond paper, with a table of contents, in a 3-ring binder with each section tabbed.
