Description
Strategic Systems Programs intends to issue a competitive solicitation to The Boeing Company, 3370 Miraloma Avenue, Anaheim, CA 92803 and to Lockheed Martin Corporation, BMC3 & Strategic, Systems, 55 Charles Lindbergh Blvd, Mitchel Field, NY 11553. Only one contract will be awarded by the Government under this Competitive solicitation. The effort will be for the logistics support of D5BF Navigation tactical subsystem, test, handling and shipping equipment. The contractor shall provide TRIDENT II material and technical support services necessary to conduct equipment modification and repair for the Ships Navigation System and related components, and to support the navigation equipment Strategic Program Alterations (SPALTs). The contract will also include a provision which gives the Government the option to increase the level of effort up to thirty percent (30%) over the level of effort provided for in the contract. Performance is scheduled to begin on 01 September 2007 and continue for one year, with four one-year option periods. The solicitation will be issued on or about 15 April 2007. The D5BF Navigation tactical subsystem is a highly technical, specialized and complex suite of equipment used on TRIDENT II SSBNs. The Boeing Company and Lockheed Martin Corporations as designers and developers of the equipment are the only known sources who have the unique experience, capability and facilities to perform the effort required under this procurement request. In particular these contractors have knowledge of maintainability, usage rates, reliability and provisioning trends of the system. This type of knowledge is crucial when providing the support being contracted for under this proposal. Consequently because of the sensitivity of the equipment in terms of storage, and repair the contractor managing the logistics effort for this equipment must have extensive experience and an understanding of the equipment to prevent mishandling and misinterpretation of program information which could result in adverse impact to SSP ability to support SSBNs. This requirement is not set-aside. See Note 22.
