- The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts, Simplified Acquisitions Branch (M/CON/SA) intends to solicit, negotiate, and award a Purchase Order (Contract) on a non-competitive basis with Radyne-Comstream, 3138 E. Elwood Street, Phoenix, AZ, 85034. The NAICS code is 334220. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1 41 U.S.C. 253 ? (1), Only one source and no other supplies or services would satisfy the Agency requirement. Radyne-Comstream is the manufacturer, sole proprietor and only known supplier/support provider of the digital encoding/decoding units that are compatible with the Agency?s Network. The Radyne-Comstream product is currently embedded into the Worldwide Network as the primary Audio Digital Codec. The Radyne-Comstream DAC-700 supports the BBG?s Worldwide Satellite Earth Station distribution requirements supporting Voice of America (VOA), Radio Free Europe/Radio Liberty (RFE/RL), Radio Free Asia (RFA), the Office of Cuba Broadcasting (OCB), Radio Free Iraq (RFI), the Middle East Radio Network (MERN-Radio Sawa), the Middle East Television Network (MTN-Alhurra and MTN Iraq), Radio Farda and the Department of State (DOS). The following contract line item will be procured: Item 1. DAC-700 Audio Encoder, Quantity: 8 each. This Notice of intent is not a request for competitive price quotations or proposals. Interested firms or persons may identify their interest and capabilities in writing in response to this requirement. The Government must receive all such statements of interest by close of business 3PM EST, Monday, April 9, 2007 to be considered. A determination by the Government not to compete this proposed purchase order (contract) based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
