- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), Division of Extramural Research Activities (DERA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Affymetrix, 3380 Central Expressway, Santa Clara, CA 95051, to purchase preventive maintenance services for the following equipment. The preventative maintenance will include; Items (1) CPU, serial number FNVYL71, Item (2) Fluidic Station, serial number FS0584, Item (3) Scanner, serial number Hyb Oven, serial number 50205790, Item (4) Additional Fluidic Station, serial number FS1298, Item (5) Additional Fluidic Station, serial number 50102590, Item (6) Autoloader, serial number A06480, Item (7) GeneChip HT Scanner, serial number 109038, Item (8) GCAS System, serial number AFFSTA-37. The service contract is for a twelve-month period. The service contract shall include unlimited Affymetrix internet support via technical support web-site, unlimited telephone support via technical support hotline/4- business hour telephone response. Unlimited on-site emergency visits/2-business day on-site emergency response, on-site service provided Monday through Friday, 8am - 5pm, excluding holidays. One (1) preventive maintenance visits per year, schedules for the 4th quarter. Software upgrades and updates as released for the software used to control the instrument. GeneChip arrays are to be replacing deemed unusable due to malfunctions of Affymetrix instrumentation at no additional expense. Period of performance: May 1, 2007 through April 30, 2008. The sole source determination is based upon the fact that the equipment is manufactured by Affymetrix and only the manufacturer is authorized to provide maintenance services. Therefore, an award to any other source is not feasible or practical because only the manufacturer is capable of performing maintenance of the equipment. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 811219 and Standard Size is $6.5 million. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
