THIS IS NOT A SOLICITATION, THIS IS NOT A REQUEST FOR PROPOSAL (RFP), INVITATION FOR BID (IFB0, REQUEST FOR QUOTES (RFQ), REQUEST FOR APPLICATION (RFA) OR AN ANNOUNCEMENT OF A SOLICITATION AND DOES NOT ASSUME THE GOVERNMENT WILL AWARD A CONTRACT OR PROCEED WITH ANY OF THE ABOVE SOLICIATIONS IN THE NEAR FUTURE. THIS NOTICE IS ONLY FOR MARKET RESEARCH PURPOSES. This is a sources sought announcement looking for small business concerns that can demonstrate that they have experience and capabilities to perform the tasks within the following statement of work. The Department of Health and Human Services, Program Support Center, Division of Acquisition Management intends to issue a Request for Proposal (RFP) in the near future. Under the RFP the Agency for Healthcare Research and Quality (AHRQ) has a requirement for Ombudsman Services. AHRQ is the lead Federal agency for enhancing the quality, safety, efficiency and effectiveness of health services and access to such services. Located in Rockville, Maryland, AHRQ is supported by a staff of approximately 300 federal employees with diverse and varied administrative, operational and research responsibilities. AHRQ is considered a small Operational Division (Op/Div) in HHS which presents unique challenges in implementing an Ombuds program. The Contractor shall establish, provide and operate an effective Organizational Ombuds services program utilizing a conflict resolution management system that assists all AHRQ federal employees and members of the Commission Corps of the Public Health Service to identify, manage, mitigate and resolve all types of problems that affect their work experience, including those disputes that do not fall into a category protected by statute, contract, or specific policy (such as interpersonal disputes that relate to employee responsibilities). This program shall also identify and assess systemic trends in the organization that adversely affects its overall function, and recommend systems improvements that benefit and enhance the work life of AHRQ?s employees, its function and its culture. The Contractor shall implement a systematic approach by the use of an Organizational Ombudsman on site who is a professionally trained expert with a graduate degree in the study of human behavior and organization systems improvement or equivalent. This professional must have at least 7 years post graduate work experience as an Organizational Ombudsman preferably with a federal government organization. The Contractor must have an alternate Ombudsman with the same professional qualifications available to be on site when the Ombudsman is out for more than 3 days. The on site Organizational Ombudsman focuses on the causes of conflict within the organization and strategies, interventions and training for staff and supervisors to improve/enhance the organization?s functioning. The purview of the Ombudsperson position includes non-hierarchical disputes between and among employees and managers. Such an integrated system shall be available to all federal employees in the workplace (i.e., workers, managers, professionals, groups, teams involved in disputes). IN RESPONDING TO THIS SOURCES SOUGHT MARKET RESEARCH ANNOUNCEMENT, SMALL BUSINESS CONCERNS MUST SUBMIT WRITTEN CAPABILITY STATEMENTS THAT ADDRESS THE FOLLOWING REQUIREMENTS: 1. Demonstrate their knowledge, experience and understanding of the requirements necessary to serve as an on site Organizational Ombudsman for a small federal agency that specializes in health services research. 2. Demonstrate the methodology and plan to establish and operate an on-site, full time Organizational Ombudsman at AHRQ with the ability to provide: a) An Organizational Ombudsman on site who is a professionally trained expert with a graduate degree in the study of human behavior and organization systems improvement or equivalent. b) This professional must have at least 7 years post graduate work experience as an Organizational Ombudsman. Education, training and post graduate professional work experience shall demonstrate advanced expertise and practice application in human and organizational behavior, systems analysis and improvement and culture. The post graduate relevant professional experience includes experience in managerial/staff relations, and the dynamics of small governmental research based organizations, demonstrated communication, conflict resolution, facilitation, mediation and leadership skills, demonstrated ability to implement and manage a broad-based conflict resolution program and a working knowledge and understanding of diverse cultures and backgrounds. c) During prolonged absences (more than three consecutive days), on site alternate coverage will be provided at the same professional level. d) Demonstrate methodology and plans to maintain confidentiality of services to AHRQ employees that relate to space and information management. Particularly the contractor must address optional off site options when confidentiality issues above and beyond the usual requires such actions. 3. Provide a methodology and plan to establish a baseline from which to measure and evaluate program effectiveness including current patterns, trends, problem areas, system and organizational issues in the Agency?s operations, functions, policies and practices as well as the current ability to improve the organization?s function, quality of work life and cultural health. Demonstrate how the baseline will be used to measure progress or the lack of organizational improvement, functionality and health. This data analysis and synthesis will form the basis from which to demonstrate clear, measured, documented improvements. If improvements can not be achieved, this data must provide clear documentation to enable a root cause analysis of the barriers to improvement. 4. Demonstrate the methodology and plan to be used to identify and measure current patterns, trends, problem areas, system and organizational issues in the Agency?s operations, functions, policies and practices as well as opportunities for improvement of the organization?s functionality and quality of life. 5. Demonstrate the methodology and plan by which this data will be synthesized, and while maintaining confidentiality, provide information on outputs, outcomes and productivity. 6. Demonstrate the methodology and plan for reporting organizational outcomes and impact following implementation of the ombudsman services particularly: (a) Patterns, problem areas and system and organizational issues in the Agency?s operations, functions, policies and practices; (b) Recommendations for revisions and improvements in such; and (c) Assessment of the climate and wellness of the organization. 7. Demonstrate their competence and ability to provide Organizational Ombudsman Services through their past work as an Organizational Ombudsman with organizations similar to the Agency for Healthcare Research and Quality, a small federal agency that specializes in health services research. Provide names of the Organization, the organization?s mission, length of service, nature of work performed and evaluation of quality of service. CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE. Capability statements must also include the following information: company name, address, point of contact, phone/fax/email, and business size and status (e.g., small business, 8(a) veteran owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women owned small business). Responses are requested no later than noon, April 4, 2007, local prevailing time. Capability statements will not be accepted after the due date. Page Limit is 25 pages, exclusive of resumes.
