- Sources Sought Synopsis U.S. Army Reserve Command, 87th Division Birimingham Alabama This is a Sources Sought Notice Only for purposes of conducting Market Research. There is no solicitation available at this time. The Southern Region Contracting Center-East, Fort McPherson, Georgia is conducting market research to identify potential qua lified Small Business Sources that possess the capabilities, and experience required to perform as prime contractors providing the 87th Division with 140 one bedroom or studio type apartments within a ten mile radius of the U.S. Army Reserve Center, 1400 A corn Drive, Birmingham, AL 35244-1295. The 87th Division plans, conducts and evaluates training exercises for five major subordinate commands of the Army Reserve and National Guard. The 87th Division also provides training and mobilization support to Res erve Component units upon their mobilization. This training, mobilization, and validation of Army Reserve and National Guard units in the Division area of operation includes but is not limited to the following: Lanes training, Battle Command Staff Traini ng, Brigade Combat Service Team (BCST) exercises, Combat Support (CS), Combat Service Support (CSS), Post-Mobilization training, and Homeland Security (HLS) and Military Support of Civilian Authorities (MSCA). These services could be required at a moments notice due to unexpected emergencies and mobilization of soldiers. Therefore the 87th Division must have quick and convenient access to the U.S. Army Reserve Center, 1400 Golden Acorn Drive, Birmingham, and AL. 35244-1295, and all apartments must be withi n a 10 mile radius of the U.S. Army Reserve Center or mission success is compromised. Award date to take place on or about 01 August 2007 and this would be a month to month lease contract. The resultant award will be a Firm Fixed Price type contract IAW FAR 16.202-1. The resultant contract would consist of a Base period 01 August 2007 thro ugh 31 July 2008 and two option periods as follows: Option One 01 August 2008 through 31 July 2008, Option Two 01 August 2008 through 31 July 2009. The anticipated North American Industrial Classification System (NAICS) Code for this acquisition is 531110 , Lessors of Residential Buildings and Dwellings; with a small business size standard of $6,500,000.00. The Government will not reimburse any concern for any information that is submitted in response to this Sources Sought request. Any information submit ted is voluntary. Small business responses will be evaluated to determine whether small business has the technical and financial capability to perform the services described above and in the Draft Performance Work Statement (PWS) as a small business set aside. Vendors shal l receive payments by the 5th work day and no later than the 10th work day of the month proceeding month of services rendered. In the event of a Joint Venture, both entities must comply with the NAICS size standard and in the event of a small business set-aside (or subcategory thereof; e.g. Hubzone), the small business prime must comply with FAR 52.219-14, Limitations on Subcontra cting. Is your company considered to be a small business or small disadvantaged business for purposes of performing services under NAICS Code is 531110 Lessors of Residential Buildings and Dwellings (annual receipts of $6.5 million)? 2. Are you interested in proposing on this requirement as stated in the Draft PWS as a prime contractor or as a subcontractor? 3. Does your company regularly engage in the business of providing complex leasing requirements for the Government, similar in complexity to the tasks as outlined in associated Draft Performance Work Statement (PWS)? 4. If response to question in Paragraph 3 is Yes, list the specific types of tasks/services provided and information regarding the type of contract being performed and the type of customers serviced. You must include, a) the contract type - ex: Fixed P rice, Cost Reimbursement (Cost Plus Award Fee); b) the total dollar value of the contract and c) the name and telephone number of a customer point of contact for each contract. 5. List any other contracts your company is currently performing that would be considered the same as/similar to the scope of the requirement as stated in the Draft PWS in size, scope, and complexity. Include those you have completed within the last thre e years, including contract type, dollar value, references, and names and telephone numbers of a customer point of contact for each contract. 6. Is your company performing contracts referenced in Paragraph 4 and 5 above successfully? 7. Do you possess capability to perform all tasks as outlined in the Draft PWS? 8. In response to question 8, can your company specifically provide the following per the Draft PWS? 9. If you are not able to perform all tasks as outlined in the Draft PWS, identify the functional task areas you are able to perform 10. Provide the total value of all revenue your company received for the past three years defined as the accounting revenue used in support of your companys Federal Income Tax Returns. 11. Provide additional information that will support your financial capability to perform projects of this magnitude. 12. In terms of resources, will you require Contract Financing (e.g. Assignment of claims)? 13. In terms of working capital, will you be able to accept credit card payment as the end of the month vs. the beginning of the month (i.e. End of month, by the 5th work day and no later than the 10th work day of month proceeding month of services rendere d)? 14. How many properties do you have available within a 10 MILE RADIUS of the U.S. Army Reserve Center, 1400 Golden Acorn Drive, Birmingham, and AL. 35244-1295? Provide list of all said properties? 15. Demonstrate understanding of what Move In Ready includes as outlined/defined in the Draft PWS.
