- THE FOLLOWING IS FOR PLANNING PURPOSES ONLY. The U.S. Army is seeking interested sources and concepts for a potential contract which will include a requirement for performance of all levels of maintenance and modification services for Army Aircraft and Missile Systems to support numerous sites simultaneously. The potential sites are identified in a draft Performance Work Statement (PWS) and may not be all inclusive. The potential contract will contain requirements for repair, maintenance, modificati on, refurbishment and inspection of all Army Aircraft types with an estimated density of 1497 UH-60s, 598 AH-64s, 356 CH-47s, 303 OH-58Ds, 27 OH-58A/Cs, 31 UH-1s, Missile Weapon Systems, Support Equipment and other DOD Weapon Systems within the capab ilities and limitations of Government Furnished Equipment and facilities. NOTE: The density levels are estimates provided for planning purposes only. The potential contract will support the operation of fixed maintenance sites and supply activities at go vernment facilities, traveling teams performing maintenance and modification, supplemental maintenance and supply support to depots, fixed maintenance activities, military maintenance activities and military operational units. Supported activities can be C ONUS or OCONUS in any location in the world. The potential contract will support U.S. military operations on and near the battlefield in all types of contingencies from Operations Other Than War (OOTW) to full-scale nuclear war. The potential contract will support training requirements for soldiers and Government civilians of the U.S. military and approved Foreign Governments. The training may be over the shoulder on the job training, formal classroom instruction or a combination of both leading to formal c ertification. The potential contract will include the capability to provide maintenance test pilots and pilots to perform ferry missions to and from maintenance activities. Also included will be the capability to provide maintenance test flight examiners f or the purpose of certifying other contractor maintenance test pilots, U.S. military maintenance test pilots and Foreign Government maintenance test pilots. The potential contract shall contain provisions for operation and maintenance of fixed maintenance sites including janitorial services, grass cutting, minor repairs and self help type maintenance to buildings and grounds. The contract shall contain provisions for operation of all types of Government Vehicles, Aircraft and Missile Systems. The potential contract will contain a Ground Flight Risk clause conforming to AR 95-20/DLAM 8210. The Government will approve all flights and ground operation of aircraft and assume risk therefore. The potential contract will contain provisions for all types of services to aircraft and missile systems in support of training and maintenance operations at training facilities, ranges and operational airfields. The potential contract shall include the capability to perform light manufacturing and assembly of kits to support maintenance operations and modification programs. Some areas that must be specifically addressed by any interested source and which are considered critical elements to the successful performance of this requirement include the following: 1) Ability/capability to leverage workforce from one site to anothe r when the need is identified by the government, 2) ability/capability to support surge requirements with qualified personnel reflecting the appropriate skill mix required for the mission within a 72 hour period at any location identified, 3) ability/c apability to implement LEAN Six Sigma programs to promote continuous improvement and efficiencies, 4) ability to provide appropriate skill mix of trained/qualified personnel to support all elements addressed in the draft PWS, 5) evidence of ability/capabi lity to manage the scope of this entire requirement based upon the magnitude of the effort and the multip le sites requiring support. All efforts are to be accomplished in accordance with the PWS. A draft PWS is available for review and comments. Each interested source should include business size, a synopsis of their capabilities and past experience, in the performance of this effort, or similar effort, in writing. In addition, request comments on the draft PWS, including ideas and concepts that would streamline the effort and result in cost savings and improved efficiencies.
