Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement (No Substitutes): Unholtz-Dickie, 1 each, VWIN II Vibration Controller to incl ude: 8 Channel Workstation; DSP Control Engine  Texas Instruments 32 bit floating point processor, 8 parallel inputs, 24 bit precision gain stages with 16 bit A/D (each channel), Sampling up to 51.2 KHz per channel, Anti-aliasing filter for each input, O utput 1: Drive with LP filter, 24 bit Precision Attenuator with 16 bit D/A, Output 2: COLA or shock trigger; Pentium 4 Minitower  2.8 GHz P4, 512 MB DDRAM, 120 GB HHD, 1.44 MB 3.5 inch FDD, DVD ROM-CD R/W, Network Server Interface, RS232 (2), Parallel Por t, 17 inch LCD Flat Panel Display, Intel Video Graphics Controller, Windows XP, Keyboard/Mouse, USB Ports (2), 10/100 Base T Ethernet Port and PCI Slots (3); Input/Output BNC Panel rear mounted on P4 Minitower; Hardware, Software Integration, Test and NIST Traceable Calibration; 1 each, VWIN II Vibration Controller Software: Performance Packs  Basic Pack (Modules A-K); Random Control; Sine Control; COLA Output with Frequency Trim; Classical Shock Control; Trigger Output; Smart Tool;Export Graphics and Data Untility; Import ASCII; Multi-user Passowrd Protection Utility; Test Data Overlay; Word Report Generator; Sine-On Random Control; Gunfire Control Software; and Shock Response Spectrum (SRS) Control and Analysis; Automated Calibration Kit; and Model CVA-8 Signal Conditioner, 8 channel. FOB DESTINATION: Fort Huachuca, Arizona. Payment will be made by Government credit card under Net 30 Terms. Offers are due no later than 12 noon, Mountain Standard Time, Thursday, 29 March 2007. EVALUATION CRITERIA/PROCEDURES: Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the requirement, Proposed Delivery Schedule, Past Performance, and Price. The synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. This is a total small business set aside. The NAICS code is 3 34519. The solicitation is issued as a request for proposal (RFP) and will be awarded as a firm-fixed-price. All Electronic and Information Technology will be Section 508 of the Rehabilitation Act of 1973 compliant. The following FAR provision 52.212-1, Instruction to Offerors Commercial items, applies to the acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria above). Offerors shall include a completed copy of FAR provision 52.212-3,Off eror Representations and Certifications Commercial Items, and furnish Offeror's Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS Number, and applicable FSC Codes with its offer. FAR clauses 52.212-4, Contract Terms and Con ditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition.
