- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This action is numbered 07WRSS0016. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15, dated 14 Feb 07. This acquisition is set-aside for 100%small business participation. The associated NAICS code is 541690 - Other Scientific and Technical Consulting Services, with an associated size standard of $6.5M. Following are contract line item numbers with their associated items, quantities and units of measure, and applicable option items for field work and reporting on health evaluations of desert tortoises at the NTC Ft. Irwin Translocation BASE Project: Line Item 0001AA Field Supervisor (1 person), Qty = 50 days (Not to Exceed); Line Item 0001AB Hunter (one person per team, two teams, total two people), Qty = 50 days (Not to Exceed); Line Item 0001AC Field Staff (three people per team, four teams, total twelve people), Qty = 50 days (Not to Exceed); Line Item 0001AD Travel (camping rate: up to 15 people), Qty 30 days; Line item 0001AE Mileage (600 miles per day), Qty 30 days; and Line Item 0001AF Equipment and materials, shipping. Option items: 0002AA Field Supervisor (1 person), Qty = 30 days (Not to Exceed); 0002AB Hunter (one person per team, two teams, total two people), Qty = 30 days (Not to Exceed); 0002AC Field Staff (three people per team, four teams, total twelve people), Qty = 30 days (Not to Exceed); 0002AD Travel (camping rate: up to 15 people), Qty 20 days; 0002AE Mileage (600 miles per day), Qty 20 days; 0002AF Equipment and materials, shipping. The Department of the Interior, U.S. Geological Survey (USGS), Western Ecological Research Center, has a need for health evaluations of marked desert tortoises (with radio transmitters) in the Superior-Cronese Desert Wildlife Management Area located at Fort Irwin, California. The evaluations are anticipated to take place in the spring 2007 (April 30 through June 10) with an option period in summer/fall 2007.The Contractor shall provide people with high levels of expertise in evaluating desert tortoises for clinical signs of health and disease, drawing blood from the subcarapacial and brachial veins, and conducting the new nasal lavage procedure. The Contract Supervisor/Contractor must hold a valid California Department of Fish and Game permit and must be named on both the federal and state Fort Irwin Desert Tortoise Translocation Permits. Offers received after this time and date will not be considered. Offers are preferred by electronic means (email), but are accepted by mail. Oral quotations will not be accepted. Prospective contractors are advised that the following provisions are applicable to this solicitation document. Prospective contractors are required to complete the provision at 52.212-3 entitled "Offeror Representations and Certifications - Commercial Items" and enclose it with their quotations. 52.212-1, Instructions to Offerors-Commercial Items (SEP 2006); 52/212-2, Evaluation-Commercial Items, The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
