Description
The Bureau of Public Debt, on behalf of the U.S. Access Board intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b)(1), with The Research Foundation of the State University of New York, 35 State Street Albany, New York NY 12207-2826. This project will complete the work on space requirements, horizontal and vertical maneuvering parameters, reach ranges, and other key factors of occupied manual and power wheelchairs and scooters first awarded to the Research Foundation of the State University of New York in FY 2002. The addition of 200 human subject research files from other locations is required to ensure a representative sample. Data on three hundred individuals who use wheeled mobility devices have been gathered by the Research Foundation and entered into a proprietary database developed as one deliverable of that project, which was terminated in FY 2006 for the convenience of the government when its remaining funding wasn?t sufficient to cover the needed work. The Contractor will supervise data-gathering at the University of Pittsburgh (funded under a separate FY 2006 award) and at a second center, as yet unidentified (which will also be funded separately, from FY 2007 monies). The Contractor will supervise staff training in measurement protocols, add the data gathered to its extensive database, analyze the full data record, and report findings and recommendations to the Board. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by April 3, 2007. Responses shall be submitted to PSB3@bpd.treas.gov. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
