MAINTENANCE TEST FLIGHT EVALUATOR UH-1 SERIES AND K-1200 KMAX HELICOPTERS (PSC), Patrick AFB, Florida ISSUANCE DATE: 03/24/2007 CLOSING DATE: 04/23/2007 SOLICITATION NUMBER: PSC-07-033-INL SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. PLACE OF PERFORMANCE: Patrick AFB, Florida JOB DESCRIPTION: See below MAINTENANCE TEST FLIGHT EVALUATOR UH-1 SERIES AND K-1200 KMAX HELICOPTERS (PSC-PAFB, FLORIDA) STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A), Patrick Air Force Base, Florida. The Office of Aviation provides planning, operational and logistical support, and contract oversight for the INL counter-narcotics aviation program in two domestic and five overseas locations. INL/A performs this mission using a fleet of more than one hundred and eighty (180) fixed and rotary wing aircraft, more than 1200 Contractor personnel, and 52 Government and personal services contractor personnel, operating in the United States, Afghanistan, Pakistan and various Latin American countries. PURPOSE: The purpose of this personal service contract position is to serve as the UH-1 Series/K-1200 Helicopter Maintenance Test Flight Evaluator under the supervision of the INL/A Maintenance Manager, provide maintenance test flight academic and flight instruction in the UH-1 Series and K-1200 helicopters, oversee contractor and host nation UH-1 and K-1200 maintenance test flight academic and flight training, and administer the Department of State UH-1 and K-1200 helicopter Maintenance Test Flight Standardization Program. This Personal Service Contractor (PSC) employee is required to develop, coordinate, and implement the Maintenance Test Flight Standardization Program for U.S. Government, contractor, and host nation pilots. The incumbent position reviews, develops, implements and/or contributes to a wide variety of maintenance related plans, policies and procedures for organizing, training, and deploying aircraft assets within or to domestic or overseas locations. 2. STATEMENT OF WORK Develop, coordinate, organize, implement, and oversee a comprehensive UH-1 and K-1200 helicopter maintenance test flight standardization program for the Office of Aviation. Provide academic and flight instruction to pilots assigned to perform maintenance test pilot duties at Patrick AFB, Florida or overseas locations. Training includes the full range of maintenance procedures, theory, formal classroom instruction, and actual flight practice. Apply the ?Fundamentals of Instruction? as listed in the FAA Flight Instructor?s Handbook during flight training. Demonstrate the standard method of accomplishing flight tasks in accordance with the appropriate aircraft Aircrew Training Manual. Provide instruction to and or evaluate DoS UH-1 and K-1200 helicopter Maintenance Test Pilots, Contractor Maintenance Test Pilots/Maintenance Test Flight Evaluators, and Host Nation Maintenance Test Pilots/Maintenance Test Flight Evaluators on the DoS INL/A Maintenance Test Flight Program. Training includes instruction in DoS flight operating rules, use of the Guide to Aviation Training and Standardization, use of the Aircrew Training Manual, use of maintenance test flight manuals, use of maintenance manuals/troubleshooting guides, and maintenance test pilot standardization program management. Review and recommend establishment of formal courses of instruction, training aids, training programs, training standards, training directives and related material to support the Maintenance Test Pilot Standardization Program. Through the contractor, establish maintenance test pilot training programs to ensure maximum utilization of training facilities, adherence to training standards, and avoid duplicity of training efforts. Collect, review, and disseminate data on maintenance test flight procedures, techniques, and policy in support of the counter-narcotics mission of the Office of Aviation. Maintain constant liaison with U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration, to keep abreast of current policies, procedures and rules that pertain to the INL/A maintenance test pilot standardization program. Perform contract oversight of contractor UH-1 and K-1200 helicopter maintenance test pilot training and standardization. Ensure that contractor UH-1 and K-1200 helicopter maintenance test pilots/maintenance test flight evaluators conform to the standards of the Office of Aviation Maintenance Test Pilot Standardization Program. Prepare periodic contractor performance reports for the Contracting Officer?s Representative. Perform maintenance test flight duties as a UH-1 and K-1200 helicopter Pilot-in-Command, Maintenance Test Pilot, and Maintenance Test Flight Evaluator. Flight duties include day, night unaided, and with Night Vision Goggles (NVG) in both visual meteorological conditions (VMC) and instrument meteorological conditions (IMC). Actual tasks may include tactical flying (below 50 feet), contour flying (50 to 100 feet above ground level {AGL}), and low-level flying (between 100 and 500 feet above ground level {AGL}), emergency procedures training tasks, and maintenance test flight tasks. Perform staff functions associated with establishment and implementation of plans for all aspects of the acquisition, operation, maintenance, and logistical sustainment of the various aircraft in their respective locations. 3. MINIMUM QUALIFICATIONS General knowledge of the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation Aircrew Training and Standardization Program, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. Specialized knowledge of maintenance test flight programs and procedures for aircraft utilized in a counter-narcotics operation; to include, the capabilities, limitations and techniques of employment of INL/A aircraft. Must have extensive experience as a maintenance test pilot and/or maintenance test flight evaluator in the training and standardization of maintenance test pilots within a formal Aircrew Training Program. Demonstrate extensive experience and skill in the operation of the UH-1 Series helicopters as a Maintenance Test Flight Evaluator and a Test Pilot in large, complex aviation organizations and experience in the training and standardization of maintenance test pilots within a formal aircrew-training program.. Must possess a minimum of 1,500 flight hours of aircraft flight experience and qualified in the UH-1 series helicopter. Must possess formal training and extensive experience as a military or civil rotary wing or fixed wing maintenance test pilot and/or maintenance test flight evaluator. Documented certification as a U.S. FAA Commercial Pilot Rotorcraft - Helicopter - Instrument. Ability to demonstrate aeronautical knowledge and skill via oral/written/flight performance evaluations/examinations in accordance with established DoS INL/A Aircrew Training Program. 4. PREFERRED QUALIFICATIONS Qualification in K-1200 helicopters. Knowledge of the Spanish language. Knowledge of and skill in operation of desktop computer based word processing systems is desirable. Experience as a military Instructor Pilot and Instrument Flight Examiner or certification as a civil Flight Instructor (CFI) and Flight Instructor Instrument (CFII) is desirable. 5. COMPLEXITY The Contractor employee performs UH-1 and K-1200 helicopter maintenance test pilot standardization oversight of U.S. Government, contractor and host nation maintenance test pilots operating in five countries and at multiple forward operating locations. The Contractor employee develops multi-national/multi-cultural UH-1 and K-1200 helicopter maintenance test pilot training programs, plans, policies, and procedures for INL/A. Coordinates recommendations from standardization committees, consults with the INL/A Maintenance and Operations Managers regarding ongoing projects, provides guidance to contractor, host nation INL/A UH-1 maintenance test flight evaluators and standardization instructor pilots, and oversees implementation of the program. The Contractor employee performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the efficiency, effectivity, and flight safety of aircraft maintenance operations in support of the counter-narcotics mission. 6. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. As this is a flying position, the incumbent is required, in accordance with DoS INL/A Aircrew Training Program, to complete an FAA second class medical examination annually. 7. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections/flight evaluations. Flight duties are performed in UH-1 and K-1200 helicopters. The incumbent may be required to perform flight duties at overseas field sites under primitive conditions. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities by narco-traffickers, therefore posing significant risk to the incumbent while at these sites. 8. EVALUATION FACTORS Factor 1. Test Flight Standardization (25%). Offeror?s ability to: a. Develop, coordinate, organize, implement, and oversee a comprehensive UH-1 and K-1200 helicopter maintenance test flight standardization programs for the Department of State. b. Apply sound flight standardization and training management and maintenance test flight expertise. c. Develop multi-national/multi-cultural maintenance test pilot training programs, plans, policies, and procedures and coordinate recommendations from standardization committees. d. Consult with the Maintenance and Operations Managers regarding ongoing projects, providing guidance to the contractor-host nation-INL/A maintenance test pilots and maintenance test flight evaluators, and overseeing implementation of the Maintenance Test Pilot Aircrew Training Program (ATP). Factor 2. Contract Oversight (25%). Offeror?s ability to: a. Monitor/oversee contractor test flight instruction for UH-1 and K-1200 helicopter maintenance test pilots within a formal standardized maintenance test pilot training program. b. Ensure that contractor UH-1 and k-1200 helicopter maintenance test pilots/maintenance test flight evaluators conform to the standards of the INL/A Test Pilot Standardization Program. Factor 3. Flight Competency (25%). Offeror?s ability to: a. Perform flight duties in the UH-1 and K-1200 helicopter as a Pilot in Command, MTP and MTFE. b. Perform flight duties during day, night unaided and with night vision goggles (NVG) in both visual and instrument meteorological conditions (VMC/IMC). Factor 4. Experience/Past Performance. (25%) Offeror?s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). 9. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. 10.
