The United States Government, represented by the Department of State, is seeking proposals (OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. PLACE OF PERFORMANCE: Lima, Peru JOB DESCRIPTION: See below STATEMENT OF DUTIES A. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE EMPLOYEE BACKGROUND: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS), Narcotics Control Office, Lima, Peru. The NAS Narcotics Control Office (NCO) is the liaison between NAS and the Government of Peru?s manual coca eradication program. The NCO also oversees the Institute of Tropical Cultivation, a scientific research/training NGO. Coca eradication is handled by CORAH (Control y Reduction de Coca Alto Huallaga - the Government of Peru/Ministry of the Interior eradication organization), which falls under the Minister of Interior but is fully funded by NAS in the amount of just over $11 million US. The NCO, with the help of NAS Accounting, oversees the use of that money, final approval control resting with the NCO. NCO also advises CORAH on strategy, coordinates with the NAS Aviation, Police, and Maritime programs, and oversees CORAH logistics, financial management, and administration activities. Within CORAH is CADA (Alternative Development Support Corps) that measures and monitors coca growth in Peru. The NCO is made up of the Narcotics Control Officer, the Eradication Operations Advisor, and an Executive Administrator. PURPOSE: The purpose of this position is to provide a Narcotics Control Officer (NCO) to the NAS/NCO coca eradication support program. The NCO supervises the field advisor on all programmed eradications with CORAH and coordinates those eradications with USAID?s voluntary eradication activities, the Government of Peru/Ministry of the Interior and other GOP entities. The NCO provides direction to the strategic and operational planning process and oversees CORAH, the measuring and monitoring of coca run by CADA, the licit crop activities of ICT, CORAH construction projects, NAS administrative matters, and logistical support. The position requires problem solving, communication, and well-developed interpersonal skills. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the NAS Director; however, the individual exercises wide latitude for independent action, initiation of projects and execution of approved new programs under general supervision. The incumbent will coordinate directly with the NAS front office and other US Embassy and GOP agencies for purposes of this program. B. STATEMENT OF WORK OVERALL RESPONSIBILITIES The NCO is involved in eradication policy development, budgeting, approval and implementation. The NCO receives and directs information on all matters related to eradication operations and is also involved in planning of communication strategies. The NCO represents NAS and USG in policy discussions with host government and other counter-narcotic (CN) agencies related to eradication, interdiction, monitoring and sustainable development. The Narcotics Control Officer coordinates the host government approval process of annual eradication work plans with high level GOP officials. STRATEGY AND PLANNING RESPONSIBILITIES The NCO provides input to the development of US Embassy yearly eradication strategy and goals, developing goals, objectives and budgets for each project (CORAH, CADA, ICT) in accordance with the Mission Performance Plan. The NCO, along with the field advisor, oversees the development of long-term, short-term and contingency plans of operations for the eradication. The NCO meets as necessary with NAS program officers and other Mission personnel to coordinate the implementation and monitoring of eradication operations and illicit crop measurement. IMPLEMENTATION AND OPERATIONAL RESPONSIBILITIES The NCO works with the EOA to assist CORAH in development of specific eradication plans linked directly to the US Embassy MPPs. The NCO relies on the EOA for input for operational strategies based on EOA knowledge of specific geographic zones, socio-political influences, and threat conditions as well as based on NCO visits to the base and field camps. The NCO makes the link between policy and practice balancing the input from the host government with the priorities of the USG. The NCO through the EOA oversees implementation of eradication plans, evaluates effectiveness of those operations from the field, and adapts plans and redirects use of resources as required by changing situations. SECURITY RESPONSIBILITIES The NCO consults with all appropriate programs about security risks that could affect eradication operations, receives security reports form the field, calls or joins meetings to continually assess security risks during active eradication operations, notifies the NAS Director, CORAH and cooperating USG and GOP agencies about threat levels. LOGISTICS RESPONSIBILITIES The NCO exercises approval authority for commodity procurement, is involved in budget planning and approves purchases to support eradication operations based on needs and budget allocations. Another responsibility is to monitor the procurement process to ensure purchased items are received in a timely manner and that the goods meet specification requirements. TRAINING RESPONSIBILITIES The NCO conducts needs assessments to improve the efficiency of CORAH Administration and Personnel. Currently, the NCO is overseeing the training provided by an NGO, with extensive NCO input, of all supervisors in personnel evaluation methods. This is synchronized with the development of a new salary scale that is being introduced with advancement based on evaluation and not on time in service. Other training is provided as seen necessary. MONITORING AND EVALUATION RESPONSIBILITIES The NCO is constantly monitoring progress of the eradication towards the annual goal and evaluating changes in strategy if needed. NCO evaluates the work of CORAH Administration, Infrastructure and Operations, CADA mapping and monitoring, and ICT activities. An extensive audit was performed on all three institutions with NCO assuring that the recommendations of that audit are being implemented. The NCO oversees annual financial audits, the next one taking place in April 2007. Needs assessments are constantly underway and training being planned to meet those needs. IN SUMMARY The NCO must be current in all aspects of the NAS eradication program and be fluent in the procedures of the other NAS programs as well as Interior Ministry entities. This position requires a person who is a responsible, knowledgeable, and personable representative of NAS and US Government policies to all the various audiences within the Government of Peru, in the communities encountered in the field, with the administrations of CORAH, CADA, and ICT. In addition, the NCO must be alert to opportunities to further support for coca eradication and to provide maximum security possible to protect the eradicators when they are in the field. C. MINIMUM REQUIREMENTS - Bachelor's degree from an accredited institution, or equivalent (i.e., associates degree with five years related experience, or ten years of related experience in program management and/or monitoring, the military, law enforcement, international development, international affairs, or public administration) required. - U.S. citizenship, subject to state department security clearance; current or former national agency check desired. - Strong interpersonal and communication (presentation and written) skills and a customer service orientation required. - Experience in working with Latin American Host Nation government and/or military organizations required. - Spanish language fluency at the 3/3 level required. - Information technology and management systems skill required. Computer skills should include word processing and spreadsheet applications. Data base management, Internet services, and multi-source e-mail skills desired. - Physical fitness to live in Peru with a willingness to engage in periodic in-country travel to remote locations required. 80% of the work takes place at the Embassy in Lima and other Lima sites, but the position also involves visits to the main and field locations of CORAH, including its headquarters in Pucallpa, and police bases/field operations sites in the various coca growing areas. - Knowledge of embassy organization and the complexities of interrelated activities, as well as familiarity with program, organization, and operation of other USG elements involved in counter-narcotics programs strongly desired. - Knowledge of the political, economic, legal, and military environment of Peru and regional factors affecting counter-narcotics programs desired. - Familiarity with U.S. counter-narcotics operations in Latin American desired. - Past performance-evaluation of applicant?s ability to perform under the contract. (In conducting the evaluation based on the items listed above, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.) D. EVALUATION CRITERIA FACTOR 1. Superior skill in multi-tasking including policy development, budgeting, approval processes and policy implementation and coordination/negotiation with the front office, NAS program and accounting offices, USAID, host government and other counter-narcotic (CN) agencies and organizations. (20 points) FACTOR 2. Demonstrated leadership in broad strategic planning and subsequent implementation including field operations, public relations, business management, personnel management, human resources, needs assessments, team building, training, procurement, and application of resources. (20 points) FACTOR 3. Knowledge of the political, economic, legal, and military environment of Peru and regional factors affecting the counter-narcotics programs in order to conduct analysis and evaluation of the counter-narcotics operations and develop alternative strategies is desirable. (15 points) FACTOR 4. Skill in monitoring programs, including use of analytical and problem solving methods leading to application of appropriate adjustments, experience with risk and threat analysis and development of appropriate responses. (10 points) FACTOR 5. Skill in oral and written communication with experience in writing recommendations, reporting cables, speeches, proposals, and reports. (20 points) FACTOR 6. Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references or other sources). (15 points) E. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. F.
