PLACE OF PERFORMANCE: Lima, Peru JOB DESCRIPTION: See below PORTS MARITIME PROGRAM ADVISOR (PSC) LIMA, PERU A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS), Lima, Peru. The NAS Maritime and Ports Program Advisor manages and provides NAS program oversight, advice, assistance, and training for two leased maritime container scanners and corresponding twelve member crews each, totaling 24 Peruvian Customs personnel and accompanying Peruvian National Police officials. Additionally, NAS Ports Program provides planning, operational and logistical support and contract oversight for the leased scanners at two different locations in Peru under the direction and supervision of NAS Director as directed by the Peru Country Team and INL. Also provides program management, supervision, and training for 2 mobile x-ray van interdiction teams, each crew consisting of 3-4 joint US-Peruvian Customs/National Police members that conduct rapid, no-notice CN inspections and operations at sea/airports/land border entry points throughout Peru. Jointly sponsors with DEA, three PNP and two Navy Port operational information teams in support of CN operations that includes advice, assistance and training support. The NAS Ports Program advisor also advises and provides equipment, plans, policy and training support for the Joint Manifest Review Unit all-source collection and analysis inspection targeting information with five Peruvian Customs and eight Police analysts, as well as infrastructure and logistical supply support to the MRU warehouse and satellite office spaces. The NAS Ports Program advisor also advises and provides equipment, plans, policy and training support to the Peruvian Customs National Special Operations Brigade that perform cargo and maritime container search/inspection operations at sea/airports throughout Peru. In addition, provides management supervision, training, equipment/logistical/infrastructure support to the Peruvian Customs and National police CN effort at the Jorge Chavez International Airport, Lima on a 24/7 basis which consists of more than 45 Peruvian Police and Customs officials. Provides program oversight, training, and logistics support to the Peruvian Customs National Canine program. Manages and conducts continuous oversight of several NAS Port facility projects and planned future physical plant endeavors throughout Peru. Constantly prepares strategy plans, reports, briefings, and cables related to maritime, port, riverine subject areas, issues and requirements. Provides strategic policy oversight and tactical, operational, and logistical supply support to the Peruvian Coast Guard coastal interdiction program, and ensures continuous liaison with both US and Peruvian Coast Guard CN forces. To carry-out the Peruvian Coast Guard coastal interdiction mission, the NAS Ports Maritime Advisor coordinates daily with one US Coast Guard Officer at the Lieutenant Commander level. Directly supervises two assigned, and up to two more Temporary Duty (TDY) US Customs and Border Protection Officers performing a myriad of CN and Homeland Security advise, assistance and training missions at sea/airports throughout Peru as well as one FSN and at least one full time CORAH support individual. Depending on-going mission support and requirements, direct supervision of a greater number of personnel is possible. Task Organization of US and Peruvian Government CN officials, selection of appropriate personnel and equipment, and travel arrangements for specific CN mission sets throughout Peru is performed continuously. PURPOSE: The purpose of this professional services contract position is to provide a Maritime and Ports Program Advisor for the NAS in Peru. The incumbent serves as the principal advisor, responsible for providing program implementation, direction and execution oversight in support of host nation counter-narcotics (CN) efforts. The incumbent assists in effecting high-level interagency coordination with the American Embassy, Host Nation CN police and Customs service, vendor technical assistance providers and other participating agencies. Coordinates and evaluates training and operational effectiveness of in-country Department of State programs, to include interdiction and inspection operations, ensuring all Ports programs retain requisite operational and logistical fluidity. Monitors and evaluates Ports vendor support services contractor's performance in maintenance, training, operations and logistics. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the NAS Director and Deputy Director; however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The incumbent may coordinate directly with the DEA Country Office, Military Assistance and Advisory Group and other US Embassy offices for purposes of this program. Completed work is reviewed for timeliness and effectiveness. 2. STATEMENT OF WORK The incumbent serves as principal advisor to the Narcotics Affairs Section Director on evaluating proposals and implementing and managing the maritime ports, airport and point of entry drug interdiction programs under the U.S.-GOP Bilateral Agreement on Counter Narcotics: Oversight The overall budget for the Customs and Maritime Ports portfolio is approximately $5,000,000 in FY-2006 funds. Program Advisor is the principal advisor to the NAS Deputy Director and NAS Director on drugs and crime prevention issues that involve GOP ministries, the private sector, international donors, and any other organizations that may be involved in the programs. Is responsible for implementing NAS strategies for promoting and supporting Peruvian efforts to combat illegal drug trafficking and related corrupt practices, with an emphasis on developing the capacity of the GOP and other entities. The incumbent provides technical and financial assistance to GOP counterpart agencies, the Peruvian Customs, and National Police, and monitors their progress. Provides analysis of donated goods and moneys for purposes of End Use Monitoring. Liaises with the relevant GOP ministries, e.g. the ministries of Interior, SUNAT, Transportation and Communications, Defense and Economy and Finance. Provide oversight and evaluation of vendor & contractor operations. This oversight includes, but is not limited to, reviewing operations and service provided by container scanner lease provider, manage CORAH construction projects. Submit written reports as needed of the contractor?s performance and activities to the COR for the contract involved. Direction Plan work, set or negotiate deadlines and completion dates, and review and accept or reject final work. Assign work to the two assigned and two temporary duty subordinate US Customs and Border Protection advisors and ninety plus program-sponsored host-nation personnel based on work priorities, difficulty of the assignments, and capabilities of the employees. Direct and coordinate high-technology non-intrusive inspection equipment and personnel deployments within Peru for the purpose of intercepting illegal drug shipments through maritime and air cargo interdiction, and provide the Peruvian SUNAT-Aduanas training and support for the institutionalization of the program. Develop operational tactics and new training procedures for the purpose of enhancing maritime & air cargo and coastal interdiction operations. These tactics and procedures include, but are not limited to effective employment of Non-Intrusive Inspection equipment, drug K9 and handler training and operations, mobile and fixed inspection operations, research and investigative systems, link analysis and risk criteria information fusion for better targeting. Administration Develop, coordinate, organize, and implement comprehensive operational systems and procedures for NAS, SUNAT, and DIRANDRO Port programs. Provides oversight and coordination between the all-source Manifest Review Unit and the operational inspectors. The focus of these systems includes, but is not limited to SUNAT training and information management. Maintain constant liaison with INL, U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), US Customs and Border Protection, Drug Enforcement Administration, US Coast Guard as well as other US and Host Nation law enforcement agencies. Oversee activities of two assigned and up to two more temporary duty USCBP advisors, approximately ninety (possibly more) program-sponsored host nation personnel, and two host nation contract personnel. Identify developmental and training needs, find ways to improve the quality of work, and develop overall performance standards for both USG and contractor personnel. Coordinate the plans and programs for the out years with the NAS Ports program budget to insure that adequate funding has been requested and is available. Coordinates and directs all NAS Ports program procurements to insure that the funds are available and that the material to be procured is both necessary to the program and of the proper type and quality. Conduct End-Use-Monitoring (EUM) of all Ports Program material donated to the Host Nation. Liaison with Host-Nation & Other US Agencies Advise GOP officials in developing capacity-building in areas such as policy, training, equipment use, and enforcement systems. Incumbent is responsible for evaluating proposals, implementing strategies, and managing other programs as requested. Responsibilities include monitoring projects that will be implemented nationwide and in close coordination with the Drug Enforcement Agency. Performs periodic visits to the field to monitor the activities of the sponsored GOP units to ensure they are meeting NAS and INL goals. Prepares reports as needed analyzing the effectiveness and impact of the programs and the feasibility of continued NAS support and recommending improvements. Works with counterparts to create evaluation tools to measure effectiveness and to help them modify their programs as needed. Provide operational direction and guidance to SUNAT, the PNP maritime intelligence group as well as program-sponsored Navy intelligence groups for the purpose of interdicting the flow of narcotic products into the United States. Provides advice on activities to assist in designing, creating, and maintaining a maritime port, airport and point of entry interdiction programs in the target areas. Conducts in-depth and daily liaison with the Peruvian Ministry of Transportation and Communications, Peruvian Coast Guard, Peruvian Counterdrug Police, Peruvian Customs, and several Port Authority entities as well as US interagency organizations involved with CN and Homeland Security. 3. MINIMUM REQUIREMENTS A. Master?s degree from an accredited institution, or equivalent (i.e. ten years of related experience in the military, law enforcement, international development, international affairs, or public administration, etc.). B. Must be an U.S. citizen, subject to state department security clearance; current or former national agency check desired. C. Previous work in intelligence-related field desired. D. Five years of relevant interdiction management experience, including operations management and training is required. E. Knowledge of Peruvian commercial cargo and/or maritime industry is required. F. Mid to senior level management experience in office procedures and general business management required. Also, must be capable of performing field leadership and liaison work. G. Minimum of 15 years experience in working with Latin American Host Nation government, police and/or military organizations. H. Spanish language fluency at the 3/3 level is required. I. Knowledge of and skill in using information technology and management systems required. Computer skills should include word processing and spreadsheet applications. Data base management, Internet services, and multi-source e-mail skills desired. J. Must be physically qualified to live in Peru and willing to engage in frequent in-country travel to remote locations. The work is both physical and sedentary in nature and involves activity at both the main and field locations in addition to the Lima seaport, airport and embassy offices. Incumbent must be able to independently perform fieldwork in remote areas for extended periods without on-the-ground supervision. K. Knowledge of embassy organization and the complexities of interrelated activities, as well as familiarity with program, organization, and operation of other USG elements involved in counter-narcotics programs, particularly police and customs, is strongly desired. L. Knowledge of the political, economic, legal and military environment of Peru and regional factors affecting counter-narcotics programs is desired. M. Familiarity with U.S. counter-narcotics operations in Latin American desired. 4. COMPLEXITY Assignments include analysis and direction of all facets of a sophisticated Ports program composed of leased container scanners, mobile and fixed x-ray systems, complex research-investigative link analysis and information management system, within an integrated program of diverse counter-narcotics operations and training. These operations include maritime and air cargo and passenger interdiction operations, often in remote, unsupported areas. Additionally all of these facets must be integrated into the NAS Ports program budget and budget request at least 2 years in advance. Incumbent must apply specialized and professional knowledge to supervise inspection and risk criteria standardization of Peruvian customs export control systems at multiple operating locations. The incumbent oversees multi-national/multi-cultural export control, inspection and information management training programs, plans policies, and procedures for the NAS. Coordinates recommendations from staff officers, consults with the NAS Director regarding ongoing projects, provides guidance to subordinate US Customs and Border Protection Advisors, host-nation contract advisors, vendor contractors, SUNAT operations personnel, Peruvian Coast Guard elements, police maritime intelligence personnel and oversees implementation and execution of these programs. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency affecting the NAS Ports program that will improve risk analysis and quality of inspection operations in support of the counter-narcotics mission. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. Incumbent must be able to independently perform fieldwork in remote areas for extended periods without assistance. 6. WORK ENVIRONMENT The work is primarily conducted in an office or cargo inspection site with travel to the field for meetings, conferences, activity reviews, and field inspections and or evaluations. Occasionally, some travel will be required into areas declared hazardous duty locations by the Department of State due to hostile activities of the drug-traffickers and therefore pose significant risk to the incumbent while at these sites. Danger pay is authorized when on duty in these locations. 6. EVALUATION CRITERIA Factor 1. Contract Oversight (20%) Offeror?s ability to: a. Perform oversight and evaluation of vendor operations, to include but not limited to leased container scanners, and Mobile X-Ray Vans. b. Perform oversight of CORAH construction projects. Factor 2. Staff Oversight (20%) Offeror?s ability to: a. Oversee activities of subordinate USCBP advisors and foreign service national and contractor personnel. b. Provide technical and operational oversight to the SUNAT staff. c. Plan work, set deadlines and completion dates, review and accept or reject final work of staff. d. Assign work based upon priorities, difficulty and capability of staff. e. Give advice and instruction to employees on both work and administrative matters. Factor 3. Advise NAS Director (20%) Offeror?s ability to: a. Direct and coordinate equipment and personnel deployments within Peru for the purpose of maritime and air cargo and passenger and coast guard coastal interdiction operations, providing the Government of Peru SUNAT contraband and counter-narcotics personnel training and support for the institutionalization program. b. Develop, coordinate, organize and implement comprehensive operational systems and procedures for the NAS / DIRANDRO maritime intelligence group, SUNAT Special Operations Brigade, Manifest Review Unit operations directives, Coast Guard interdiction, and counter-narcotics K9 program policies. c. Develop tactics and new training procedures for the purpose of enhancing the counter-drug mission in Peru. d. Provide operational direction and guidance to SUNAT, DiCapi (Peruvian Coast Guard) and DIRANDRO/Naval maritime intelligence groups operational activities and personnel for the purpose of supporting the interdiction of narcotic products to the United States. This includes planning and coordinating with the U.S. Department of Defense, US Coast Guard, Department of State, DEA, U.S. Customs, other U.S. Federal Agencies and host nation Law Enforcement Agencies. e. Collect, review and disseminate data on cargo interdiction tactics, techniques and employment in support of the counter-narcotics mission. Factor 4. Experience/Past Performance (20%) Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). E. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. F.
