Description

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. It is the Government's assumption that the Organization for Economic Cooperation and Development (OECD) is the sole entity that can provide the immediate economic reform services that the Iraq Reconstruction Management Office (IRMO) is requesting. This requirement addressess the issues of self governance and economic and corruption reform. The services will be provided to the Government of Iraq (GOI) and are necessary for Iraq's placement/advancement in the Global Economy. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 7 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The signed Justification and Approval for using Other Than Full and Open Competition is attached to this presolicitation notice. The dollar amount of this action is will be from $1.75M to $2M U.S.D.
