- Pre-Solicitation Notice: The Government intends to issue a Request for Proposal (RFP) for Phase 3a of the Western Regional Research Center (WRRC) in Albany, California. PROJECT SUMMARY: The WRRC Phase 3a Modernization will consist of selective demolition and a partial 3,000 square foot renovation of an occupied laboratory/office building including Architectural, HVAC, Plumbing, Electrical, Controls, Fire Detection/Suppression. The RFP will consist of a base and two optional line items. The project performance period is 9 months from the notice to proceed; the exercise of any option(s) shall not add additional time to the performance schedule. The estimated price range is $1 to $2 million. The NAICS code is 236220, with a size standard of $31 million. This procurement will be conducted as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside using negotiated procedures. A bid bond and Miller Act Performance and Payment Bonds will be required. Solicitation Number AG-3K15-S-07-0007 will be available for viewing on FedBizOpps. Hard copy sets of Plan and Specifications will be available for purchase on or about April 9, 2007, for a NON-REFUNDABLE FEE OF $100. The written request and the check or money order MUST BE SENT TO: USDA, ARS, FD, Facilities Contracts Branch, 5601 Sunnyside Avenue, Beltsville, Maryland 20705. The checks or money orders are on-refundable and shall be made payable to: USDA, Agricultural Research Service. Cash, credit cards, and two-party checks will not be accepted. TELEPHONE, ELECTRONIC, OR FACSIMILE REQUESTS FOR THE SOLICTATION PACKAGE WILL NOT BE ACCCEPTED. A single pre-proposal conference and site visit will be conducted in Albany, California on May 22, 2007, @ 9:30am at WRRC, 800 Buchanan Street, Conference Room 2/3, Albany, California. Attendance at the site visit is not mandatory, but it is strongly encouraged. Potential subcontractors are encouraged to attend the Pre-Proposal Conference and provide copies of their business resumes to potential prime contractors for possible subcontracting opportunities. The proposal due date will be on or about June 13, 2007 and shall be submitted to the attention of U.S. Department of Agriculture, Agricultural Research Service, ATTN: Stacey Walker, 5601 Sunnyside Avenue, Beltsville, Maryland 20705. Due to heightened security at Government buildings, bidders are encouraged to send their proposals via overnight mail. If proposals are sent via regular mail, please allow an additional five (5) days for mail scanning.
