Description
Title of this project is Sherman Pass Scenic Byway for the Colville National Forest. The NAICS code is 237310, size standard is $31.0 million. This procurement is full and open competition to both large and small business concerns. However, a Cascading Set-Aside procedure will be used in evaluating offers for an award. Evaluation for award will be conducted in the following set-aside order: 1) Service-Disabled Veteran-Owned Small Business Concerns, 2) HUBZone Small Business Concerns, and 3) All other interested offerors. In the event two competitive offerors are not received from eligible Service-Disabled Veteran-Owned Small Business Concerns, or if one offer is received from a Service-Disabled Veteran-Owned Small Business Concern and cannot be awarded at a fair market price, the Contracting Officer may evaluate offers received from HUBZone Small Business Concerns. If a minimum of two competitive offers from eligible HUBZone Small Business Concerns are not received and an award cannot be made at a fair market price, any award from resulting from the solicitation will be made on the basis of full and open competition from all responsible business concerns submitting an offer. The Contractor shall furnish all labor, equipment, supervision, tools and transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and drawings. The project includes the reconstruction of four sites and construction of one new site along State Route 20 scenic byway. The project is located on SR 20 between Kettle Falls and Republic, WA. Work includes, but is not limited to, clearing and grubbing; excavation and grading of parking areas, roads, and trails; construction of roads and trails including asphalt paving and compacted asphalt grinding placement; water line replacement; road sign, interpretive and site identification signage including concrete, rock work, and pavers; pavement striping; drainage facilities; and other related work. This project also includes construction of timber, concrete and stone masonry orientation kiosks, and covered overlook structure. Estimated issue date for the solicitation is on or about April 10, 2007. Proposals will be due on or about May 9, 2007. The construction magnitude is between $1 million and $5 million. This acquisition will result in a firm fixed price contract. This project will be advertised as a written request for proposal. An electronic copy of the solicitation will be posted at this site on the issue date. Interested sources are required to download a copy of the solicitation, attachments, and amendments. No paper copies of the solicitation, amendments, or other notices will be mailed. Sources are encouraged to electronically register on the bidder mailing list and to receive automatic notifications if changes are made to this notice.
