- The Division of Engineering Services is seeking qualifications statements from Architect and Engineering (A/E) firms to be included in an A/E qualifications data file for requirements of the Billings, Bemidji, and Portland Areas of the Indian Health Service for contracts not to exceed the simplified acquisition threshold (currently $100,000.) --------------------------------- Qualifications statements of eligible firms will be reviewed when a new requirement is identified, and a proposal requested from the highest ranked firm. Firms will be ranked based on how well they meet the selection criteria listed below, and are encouraged to submit additional material demonstrating such. --------------------------------- A/E firms and the primary employees they will be using must be located within one of the states served by the three area offices: Washington, Oregon, Idaho, Montana, Wyoming, Minnesota, Wisconsin, and Michigan. All work shall be completed by or under the direction of a registered professional engineer or registered architect. --------------------------------- The services required at locations within the area office jurisdictions are in support of the maintenance and improvement of health facilities and in support of preliminary engineering, design and studies for civil engineering projects related to sanitation. The services may include: engineering design support services for the design of maintenance and improvement projects for existing health care facilities, quarters, other related facilities, and elements of civil works projects including community water supply and wastewater treatment/disposal systems; facility condition surveys; pre-design studies (e.g. energy audits/studies, code compliance, geo-technical investigation and reports, legal surveys, master plan studies and reports); building systems commissioning and retro-commissioning (troubleshooting and functional systems testing oversight); civil/structural and architectural design for small utility buildings, support buildings, miscellaneous utility vaults and utility structures, and health care facilities; mechanical systems and plumbing systems design for buildings and facilities; fire protection engineering services for buildings and facilities; electrical systems planning, design, and commissioning for power circuits, standby power systems, and low-voltage control circuits for buildings, facilities and critical infrastructure systems; and construction administration and inspection in support of specific projects. --------------------------------- SELECTION CRITERIA: The award decision for each A/E contract will be based upon the following selection criteria, as they apply to the instant acquisition, listed below. 1) Professional qualifications necessary for satisfactory performance of required services. 2) Specialized experience and technical competence in all applicable aspects of improvements and remodeling of hospitals, clinics, health stations, health centers, staff quarters, and other related facilities, including civil/sanitary facilities. Specialized experience includes experience by all disciplines in design, construction methods, and system design for cold, rural, and remote locations. 3) Geographical proximity of design firm and consultant(s) principal office(s) to the project location. 4) Demonstrated expertise and experience in working as a team with listed sub consultants/subcontractors and ability to effectively manage multiple firm teams. 5) Capacity to respond and accomplish the work in the required time. 6) Demonstrated past performance in the last three (3) years on comparable projects with government agencies and private industry in terms of cost control, quality control, and compliance with performance schedules. 7) Acceptability under other appropriate evaluation criteria. --------------------------------- An evaluation of firms will not be completed upon receipt of SF 330 submittals, except to ensure that the firm is located within the area of consideration and that the identified professionals are licensed/registered and that the firm is registered in CCR. All firms interested in being considered for award of contracts under the simplified acquisition threshold that meet the minimum qualification standards are encouraged to submit a response. --------------------------------- Award of individual A/E service contracts shall be for specific projects based upon the review of the SF330s on file with Engineering Services and evaluated for the selection criteria listed above. Evaluations are conducted by the designated Area Office selection board or chairperson and approved by the Contracting Officer using the short selection process of FAR 36.602-5. Individual contract amounts will be within the simplified acquisition threshold. Contracts will be awarded to the most highly qualified firm. Blanket purchase agreements (BPA) with the most highly qualified firms will be considered for repetitive requirements. Orders under any BPA will each be within the simplified acquisition threshold. --------------------------------- Individual contracts may be set aside for Indian-owned firms in accordance with 25 USC 47, the Buy Indian Act. A set-aside determination will be made for each individual contract by the Contracting Officer. The standard for Indian ownership is 51 percent (HHSAR 370.503a). Not more than 50 percent of the work (not including materials, supplies, or equipment) to be performed under a prime contract awarded pursuant to the Buy Indian Act shall be subcontracted to other than Indian-owned firms. --------------------------------- A/E firms interested in being considered for award for the services described above must submit a letter of interest that states the firm?s DUNS number. Indian owned firms should include a brief statement of the degree of Indian ownership of the firm and capacity to meet the subcontracting restrictions of a Buy Indian set aside. Regardless of Indian ownership, AE firms must be registered with CCR (www.ccr.gov) and submit a completed SF 330 Part II. The SF 330 can be submitted by mail or online. If submitting by mail, complete the form and submit two (2) copies along with other relevant information in response to the evaluation criteria shown above, to the Division of Engineering Services, at the address shown above. To complete the SF 330 online, go to the ORCA website at http://orca.bpn.gov and follow the instructions. To alleviate the burden on the vendor, information collected in CCR is electronically provided and populated into ORCA. The vendor is not asked to re-enter any information that is found in CCR. There is no closing date for submissions and AE firms are encouraged to submit updated statements of qualifications and performance data on a SF 330. This announcement will be withdrawn when there is no longer a need for services.
