Description
U.S. Army Corps of Engineers, Detroit District, 477 Michigan avenue, Detroit, Mi 48226 Surveying and Mapping Services for Detroit District, POC William Bruss (313) 226-6348. 1. Contract Information: Services of qualified surveying and mapping firms, procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36, are sought to provide surveying services for the Detroit District but could include services anywhere within the Great Lakes and Ohio River Division, U.S. Army Corps of Engineers (USAC E) boundaries. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. One indefinite delivery contract will be negotiated and awarded with a base period not to exceed one year and two option perio ds not to exceed one year each. The proposed services will be negotiated and obtained through the issuance of individual, fixed-price task orders. The ceiling for the base year and each option year is $600,000 An option may be exercised when the contract amount for the base period or preceding option period has been exhausted or nearly exhausted. Individual, fixed-price delivery orders will not exceed $600,000. The maximum ceiling for the base year plus the option years of the contract will not exceed $1 ,800,000. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcont ract. The subcontracting goals for the Detroit District are that a minimum of 51.2% of a contractors intended subcontract amount be placed with small businesses (SB), to include 8.8% with small disadvantaged businesses (SDB), and 7.3% with women-owned sma ll businesses (WOSB), and 3.1% for HUBZone Businesses, and 1.5% with Service-Disabled Veteran Small Business (SDVOSB). The detailed subcontracting plan is not required with this submittal. The wages and benefits of service employees (see FAR 22.10) perform ing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. 2. PROJECT INFORMATION: No specific projects are identified at this time. Surveying, mapping, and related services required in clude but are not limited to the following: topographic surveys, horizontal and vertical control, property (real estate), hydrographic surveying; photogrammetric mapping, volume computations, and computer aided drafting and design (CADD). Surveys will be performed primarily at various project sites throughout the Great Lakes region but could include services within the Great Lakes and Ohio River Division Boundaries. Work will require Global Positioning System (GPS) surveying, digital data collection, h ydrographic surveying, and conventional survey techniques. Perform volume computations of materials. Establish vertical and horizontal control at project sites. Map project sites to support planning and engineering projects. Plot the results of surveys and provide hard copy drawings, ASCII data files, and Microstation design files (.dgn). 3. SELECTION CRITERIA: . The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteri as a-e are primary. Criterias f-h are secondary and will only be used as tie-breakers among technically equal firms. (a) Specialized Experience and Technical Competence:(1) Surveying and mapping expertise related to topographic surveying, control surveying, and boundary (real estate) surveying. (2) Establishing vertical and horizontal control at project sites. (3)Experie nce merging topographic and hydrographic survey data.(4)Hydrographic surveying including multi-beam surveying. (5)Photogrammetric mapping, and computer-aided design and drafting (CADD). (6)Own or lease electronic total station with a data collector, Glob al Positioning System (GPS) equipment, CADD data processing and plotting equipment, and general surveying equipment. Own or lease DGPS and/or RTK/OTF GPS equipment capable of positioning a survey vessel within Class I horizontal accuracy as described in EM 1110-2-1003, Hydrographic Surveying ma nual. (7)Ability to deliver drawings in Microstation design file (.dgn) format. (8) Quality management procedures. (b) Capacity: The capacity of the firm to perform approximately $600,000 in work of the required type in a one-year period. The evaluation will consider the availability of an adequate number of personnel in the key disciplines as follows: survey party chiefs, senior technicians, hydrographic surveyors, and senior CADD personnel. (c) Professional Qualifications: Registered land surveyors in Michigan, Wisconsin, Minnesota, and Indiana; hydrographic surveyors. The evaluation will consider education, training, certifications, registration, and relevant experience and longevity with the firm of key technical personnel. (d) Past performance: On D oD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. (e) Knowledge of vertical and horizontal control datums utilized in the Great Lakes region. (f) Geographic proximity: Location of the firm in the general geographical area of the Detroit District. (g) Extent of participation: Small businesses, small disadvantaged businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a perce ntage of the total estimated effort. (h) Volume of DoD Contract Awards: Awards in the last twelve months. 4. SUBMISSION REQUIREMENTS: Interested firms having capabilities to perform this work must submit on copy of SF 330 (6/2004) for the prime firm and all subcontractors, to the above address not later than 4:30 PM (Eastern daylight time) on the 30th day afte r the date of this announcement. If the 30th day is a Saturday, Sunday of Federal Holiday, the deadline is the close of business of the next business day. Regulations require that the selection board not consider any submittals received after this time a nd date. Solicitation packages are not provided. The SF 330 should specifically address the requirements of this announcement. Section E shall be limited to 10 pages. Section F shall be limited to 10 projects, 20 pages total. Section H shall be limite d to 20 pages total. Pages in excess of the maximums listed will be discarded and not used in evaluation of the selection criteria. The firm shall present an organization chart and a narrative describing how the organization will function. Those functio ns to be subcontracted out and to what location, shall be clearly identified. Include the firms DUNS number for the prime and key subcontractors in the SF 330, page 1, block 10. In Section H, describe owned or leased equipment that will be used to perfo rm this contract. This is not a request for proposal. Cover letters, company literature and extraneous materials are not desired and will not be considered. Personal visits to discuss this announcement will not be scheduled. As required by acquisition regulations, interviews for the purpose of discussing prospective contractors qualifications for the contract will be conducted only after submittal review by the selection board.
