Description

The U.S. Fish and Wildlife Service is soliciting proposals for the construction of a Visitors Center for the Eastern Massachusetts National Wildlife Refuge Complex in Sudbury, Massachusetts. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government intends to award the contract as a best value procurement using the trade-off process described in FAR Part 15 and will evaluate and compare factors in addition to price in order to select the most advantageous offer and obtain the best value. The project consists of the construction of 5,879 square foot visitor center building and includes all site work, utilities, septic, fire suppression, and geothermal systems in conformance with the drawings and specifications. The estimated magnitude of construction for this project is between $1,000,000 and $5,000,000. The performance period for this work is 365 calendar days after issuance of Notice to Proceed. The NAICS is 236220 with a size standard of $31.0 million. This procurement is unrestricted. The Request for Proposals (RFP) issue date is on or about 04/09/2007 with a 30 day closing. Offerors must be registered in the Central Contractor Registration (CCR) and complete the online Representations and Certifications application (ORCA) in order to be eligible for award. Award may be made without discussions; therefore proposals should contain offeror's best terms for price and all requested information evaluating technical proposals. Evaluation factors, any significant subfactors, and their relative importance will be provided in the RFP and will include experience on similar projects, past performance, proposed plan for subcontracting with small businesses, and cost. Specifications and drawings will not be available over the internet. The soliciation package including a CD ROM with Drawings and Technical Specifications in a pdf format is available without charge and shall be requested in writing to the above address: Attention: Carol Bloem, Contracting Officer.
