Description
The U.S. Fish and Wildlife Service, Portland, Oregon, has a requirement to complete construction of infiltration gallery #3, which was partially constructed in 2004. Since this time frame, all necessary permitting and water rights have been established. At the time of initial construction, funding was not available to complete the collection lines which feed the gallery sump. The water right and the pump are designed to produce 4500 gpm or 10 cfs of quality groundwater for fish rearing at the facility; however the collection lines need to be completed in order to attain such flows. Scope of work includes but may not be limited excavating three trenches at the level of each of three collection lines (approximately 14 feet below the well casement top cap), extending approximately 100 feet in length on the center collection line, and 50 feet each on the lateral collection lines in a specified straight line (a total of 200 feet of new line). Trenches must be lined with drain rock to minimize intrusion of sand and silt. Connect new perforated pipe (12"diameter encased in filter sock) to the existing lines and install the new sections of collection line. Install a vertical inspection pipe (4" PVC) with a cap at the end of each collection line. Cover the collection line with filter cloth and drain rock and then backfill the area to its original contour with the surrounding grounds. Note: Divers may be required to connect pipe sections under water. Project magnitude is between $25,000 and $100,000. This will be"best value" procurement with award based on past performance with similar requirements and price. Past performance is significantly more important than price. Solicitation number: 101817Q256 may be viewed thru a link to the National Business Center Interior Electronic Acquisition System-Electronic Commerce at "http://www.fedbizopps.gov" or "http://www.nbc.gov". Work to be completed at Winthrop National Fish Hatchery, 453A Twin Lakes Rd., Winthrop, Washington 98862. Work should be started in the late summer/fall of 2007, to coincide with low ground water levels and be completed prior to October 15, 2007.
