- Sole Source Synopsis Naval Air Systems Command (NAVAIR) ? Orlando, Training Systems Division intends to issue a Firm Fixed Price (FFP) contract to General Dynamics Information Technology on a sole source basis. The Multi-Class Advanced Submerged Ship Control Trainer, Device 21C7A, is used to train Submarine Ship Control Operators in normal and casualty operating procedures. In order to achieve total trainer functionality the contractor will be required to resolve trainer power and ground problems and provide support to install and test the Mode Select Panel at the Naval Submarine Training Center Pacific in Pearl Harbor, HI. General Dynamics designed and built the Mode Select Panel, and they have extensive knowledge of the 21C7A trainer due to support provided on previous modification/installation efforts. The period of performance is 16 April 2007 through 11 May 2007. This notice of intent is not a request for competitive proposals. All responsible sources may identify their interest and submit technical information and technical capability statement in response to this notice. The Government will consider all responses. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must include a point of contact and company telephone number. Proprietary data in the responses will be protected where so designated. The anticipated award date is on or about 10 April 2007.
