Description
The U.S. Environmental Protection Agency (EPA), Office of Superfund Remediation and Technology Information (OSRTI), has a requirement for a service contract to present training courses under its Environmental Response Training Program. The EPA will provide training facilities located in Edison, NJ, Erlanger, KY and Las Vegas, NV. Some courses may take place in these locations and some courses will take place at other locations throughout the country. The space for any given course may be provided by the government, or the contractor may be required to obtain space. The contractor will not be required to operate the facilities in Edison, NJ, Erlanger, KY, or Las Vegas, NV, but may be asked to maintain a presence of one or more employees in one or more of these locations. The contractor will be responsible for managing and directing the ERTP program, presenting existing courses, developing and presenting new courses and providing professional instructors and auxiliary staff needed to operate the program. The training program includes training topics involving health and safety, and technical operations related to hazard sampling, detection, identification, evaluation, control, and decontamination. The contractor will also be required to support EPA?s increasing responsibility related to domestic preparedness which involves the development and delivery of training courses related to the response to a deliberate release of toxic materials. The government anticipates awarding two cost plus fixed-fee level of effort (LOE) contracts for this requirement from one solicitation. One will be a small business set-aside and will have a two (2) year base period and three (3), one (1) year award terms for a maximum potential period of performance of five (5) years. The second procurement will be subject to full and open competition and will have a three (3) year base period and two (2), two (2) year award terms for a maximum potential period of performance of seven (7) years. The government anticipates including quantity options in both procurements, which if exercised, would increase the base LOE within any given contract year. The government anticipates that the small business contractors will be responsible for conducting the health and safety courses which include the Occupational Safety and Health Administration (OSHA) 40 hour and 8 hour Hazardous Waste Operations and Emergency Response Standard (HAZWOPER) courses as currently delivered by the EPA. The EPA course descriptions can be accessed at www.ertpvu.org, course name Hazardous Materials Incident Response to Operations. The remaining courses will be conducted under the full and open contract. The NAICS code for this requirement is 541620. The RFP, amendments, and all other information related to these requirements will be posted on FedBizOpps and the EPA's Office of Acquisition Management website, at the following URL: http://www.epa.gov/oam/srpod/index.htm#solam. It is anticipated that the RFP will be posted in June 2007. All information related to these procurements will be available at the link indicated above through the date of contract award. The estimated award date is on or about January 31, 2008. Award will be made on a best value basis with technical being of greater importance than cost/price.
