Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for: ITEM 1, Qty. 1, UHV E-Beam Oxford Scientific OS-Vap Titanium Evaporator or equal; ITEM 2, Qty. 1, Documentation; and ITEM 3, Qty. 1, System set up. The Contractor shall furnish Items 1 through 3 which shall meet the following specifications: 1. Assembly shall be completely compatible with existing Government owned CreaTec-brand-MBE system or equivalent and mounted on a standard OD 2,75? CF type stainless steel flange. a. Complete system shall be certified leak tested in Ultra High Vacuum to less than 1 x 10-10 mbar L/s. 2. Shall accommodate Titanium rod from at least 2mm up to at least 6 mm in diameter. 3. Shall be capable of source heating within the temperature range of 150? C to 2800? C. 4. Shall include water cooling to both the evaporator assembly and the Titanium rod, for increased flux control and preventing thermal meltdown of the Titanium source rod. 5. Shall include a linear-translator mechanism to enable at least 50 mm of length of additional Titanium rod material to be fed into the evaporation region without breaking vacuum. 6. Shall be made with a 285 mm in-vacuum cell custom length. 7. Shall implement an approximate full circle filament around the top of the rod to eliminate ?hot spots? on the Titanium rod surface. a. With half angle beam divergence of 10 degrees minimum. b. Deposition rates controllable to a minimum of 0.01 Angstroms per second and a minimum of 2 nanometers per second for a refractory such as Tungsten. 8. Shall include an integrated flux monitor with: a. Emission current flux readout display unit. b. Special controller for adjustment of the emission current. c. PID controller for closed loop control. 9. Shall include all cables and a power supply with the following minimum capabilities: a. Electrical: minimum of 280 W total electron beam power supply. b. Power cables to survive to a minimum temperature of 150?C c. Controls: manual control of settings by user. 10. Shall include closed loop control via the integrated flux monitor with the power supply. 11. Shall include installation hardware for 19? rack mounting of 4U or less. 12. Shall be wired for 115VAC, 60Hz powerline operation. ITEM 2: Documentation One set of manuals which may include but is not limited to user, system, troubleshooting, and maintenance. ITEM 3: System set up The Contractor shall include all labor and travel expenses for system set up and performance verification at NASA Glenn Research Center (GRC) within 2 weeks of delivery. The set up shall insure that Item 1 meets all functionality specifications listed in this document. The actual set up date shall be via mutual agreement between the Government and the Contractor. Set up shall be performed Monday-Friday, non-federal holidays, during normal business hours at NASA GRC (typically 8 a.m. to 5 p.m.). The provisions and clauses in the RFQ are those in effect through FAC 05-13. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334516 and 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery of Items 1 and 2 shall be to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 (Receiving, Bldg. 21) and is required within 90 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by April 3, 2007, 4:30 p.m. local time and may be mailed or faxed to Marilyn D. Stolz, 21000 Brookpark Road, M.S. 500-306, Cleveland, OH 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. Addenda to FAR 52.212-1 are as follows: None. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable.
