Description
NOAA?s National Marine and Aviation Operation, Office of Ocean Exploration, has a need for the design and installation of a ?Tele-presence? System aboard the NOAA Vessel OKEANOS EXPLORER. The purpose of issuing this Sources Sought is to determine the likelihood of obtaining the required need from industry and the feasibility of obtaining the required need from a small business. The telepresence system will serve a multitude of purposes (including but not limited to the following): (1) Route video from up to 24 HD/SD/analog cameras (12 shipboard, 12 mounted on two remotely operated vehicles) to displays distributed throughout the ship, a video capture/storage subsystem, a video frame grab subsystem, a multi-view subsystem and a video encoder subsystem; (2) Provide a multi-view subsystem for viewing all of the available camera sources on a single display for use by ROV operators and science personnel; (3) Provide a frame grab subsystem capable of capturing and storing individual video frames from HD, SD and analog video sources for use as still imagery; (4) Stores up to three video feeds (possibly HD quality) for up to 20 days. The stored video must be tagged with the capture date and time as well as the camera source; (5) Routes KVM, and individual VGA signals from up to 24 computers to 14 user stations and view-only LCD stations, distributed throughout the ship; (6) Provides video encoding/IP encapsulation capable of compressing and packaging multiple live, HD quality video for simultaneous transmission to shore-based destinations via satellite link; (7) Provide an intercom subsystem, capable of communicating not only with ship-based intercom stations but also with shore-based stations over an IP-based network via a satellite link. Description of Operations: The NOAA Ship OKEANOS EXPLORER will operate in both the Pacific and Atlantic oceans, often in areas far offshore. The ship will be outfitted with a two-vehicle ROV system which will carry high-definition video cameras, still cameras, and oceanographic sensors to water depths up to 6,000 meters. The video signals and data will be transmitted from the ROVs to the ship through a 17mm electric/fiber-optic cable to an ROV control room onboard the ship. ROV position information will be collected via an Ultra-Short Baseline (USBL) acoustic tracking system also located in the ROV control room. The ship will be equipped with a multi-beam sonar system that will be linked to acquisition and map processing workstations co-located in the ROV control room. The objective of the tele-presence system is to ensure the information from these sources is appropriately distributed to work stations onboard the ship, as well as to ensure the information can be transmitted to shore. Key Components: Key components and capabilities for the tele-presence include but are not limited to the following: Video encoding subsystem (with embedded audio); Video routing and switching; Multi-view video subsystem; Video format conversion HD/SD/analog; Video frame grab subsystem (HD/SD/analog sources); Video capture and storage subsystem; Onboard video editing workstation; Intercom subsystem; KVM and VGA matrices; and Video displays including: ROV control room (x3) 42? high-definition (HD), ROV control room (x4) 8? HD, Dry lab (x1) 25? HD, Equipment room (x4) 8? HD, ROV workshop (x1) 20? standard-definition (SD), and Bridge (x1) 20? SD. Response: Vendors responding to this notice should provide the interested vendor?s name, point of contact (including name, phone number, fax number and email address), and mailing address. In less than one-half written page, please indicate recent, relevant experience your firm has in this area of expertise. Responses must include cognizant contact information for the customers the stated recent, relevant work has been performed. Also, please indicate if your firm qualifies as a small business under NAICS code 334220. To qualify as a small business under the subject NAICS code, your firm must have had an average of less than 750 employees over the most recent 12 month period.
