- The Department of Energy???s (DOE) National Energy Technology Laboratory (NETL) intends to issue a service contract on a sole source basis to Carnegie Mellon University (CMU) in accordance with the Federal Acquisition Regulation (FAR) Part 6.302-1 which cites that only one responsible source and no other supplies or services will satisfy agency requirements. CMU will provide professional services to update the computer program entitled, ???Integrated Environmental Control Model??? (IECM); including the addition of new advanced energy technologies, implementation in a virtual engineering framework publication of model documentation, and associated outreach and technology transfer activities. NETL and CMU have collaborated on the development of the IECM over multiple years. The objective of' the current work is to expand the capabilities of the Integrated Environmental Control Model (IECM) to allow for quick, accurate cost and environmental performance studies of' advanced energy technologies, including carbon capture and storage and virtual engineering applications. The IECM model was developed by Carnegie Mellon University (CMU), beginning in 1984 with a feasibility study. Since that time, NETL analysts and CMU researchers have worked closely to keep the model up-to-date and to use it to perform analyses that evaluate the costs and performance of' environmental control technologies. The model is publicly-available, fully documented, and easy-to-use. As such, it is employed by industry as well as academia and governments. The IECM source code is the sole property of Carnegie Mellon University. Awarding this contract to an organization other than CMU would result in significant federal resources being used to reproduce work that has already been funded privately, and has already been completed. The substantial duplication of effort and cost to the Government is not expected to be recovered through competition. Moreover, please note that this is NOT a Request for Proposals (RFP) but rather a notice of NETL???s intent to issue a sole source contract to CMU.
