- This is a sources sought synopsis. Its purpose is to generate responses from qualified Service, Disabled Veteran-Owned Small Businesses which have the interest and ability to operate and maintain the Document Control Center (DCC) and mailroom in support of multiple centers at the Food and Drug Administration (FDA). A five year indefinite delivery indefinite quantity contract is anticipated. The NAICS code for this procurement is 541611. Contractors must submit a capability statement describing their company?s experience and ability to perform the below task: Receive and date/time stamp a variety of incoming center mail. Prepare all incoming documents for distribution and delivery, and deliver documents in a timely manner to the responsible divisions or forward to the appropriate contractor. Prepare documents including examination and classification of the documents, data entry, placement of the documents in the appropriate folders and assignment to appropriate divisions. The contractor shall be responsible for loading electronic submissions into the IMAGE system. Mail pickup from the designated USPS Offices, the mailroom, the FDA Centralized Mail Screening Facility, and designated mail stops of the Parklawn and Fishers Lane Buildings. All mail or packages picked up from USPS offices will be taken to the FDA Centralized Mail Screening Facility (currently located on Crabbs Branch Way) for screening prior to delivery to the mailroom or other center offices. Upon delivery to the center mailroom, the contractor shall sort all mail by division, office or location, and mail code. Twice a day, the contractor shall deliver and pickup documents and interoffice mail at all center locations. Stops shall be made at designated locations. The contractor shall adjust the schedule to meet with changing center needs. The courier shall deliver all regulatory documents as necessary. The contractor shall deliver correspondence, documents and volumes to responsible divisions, move documents to consultant offices, divisions, branches and deliver documents and volumes back to the DCC. Delivery and pick up shall also include delivery and pick up of 510 (k) and PMA documents between Office of Compliance (OC) and Office of Device Evaluation (ODE). Delivery of documents shall be performed at least twice daily on a regular schedule. Documents and volumes to be returned to the DCC shall be picked up on a regular schedule and reshelved by the contractor. The contractor shall receive x-ray and screen, Common Carrier and USPS mail to determine that it is safe for delivery to the center and other government facilities in accordance with a specific schedule. Interested offerors must reference Request for Information (RFI) number FDA-SOL-07-00185 and submit a Capability Statement which includes the following information: 1. Name and address of business 2. Type of Business (Service, Disabled Veteran Owned Small Business) 3. Two points of contact: name, title, phone, fax and e-mail address 4. DUNS number 5. TIN number 6. NAICS codes 7. A summary list of similar work previously performed or being performed with names of customers covering the past 5 years including the contract number, contract type, dollar amount for each customer, reference and customer point of contact with phone number, and title of individual. 8. The professional qualifications and specific experience of staff who may be assigned to the requirement and resumes for proposed key personnel should be included. 9. Any additional information you believe may enhance FDA?s consideration and evaluation of the information provided. 10. A statement that the contractor is registered in the central contractor registration (ccr) data base (http://www.ccr.gov). This request is for information and planning purposes and is not construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information requests. Respondents will not be notified of the results of the evaluation.
