Description
The National Institutes of Health (NIH) National Institute on Alcohol Abuse and Alcoholism (NIAAA) has a requirement to purchase the services of Algotex Inc, New York and Dr. Tsao to consult and assist in evaluating the progress of seedling, or proof of principle project in Mechanisms of Behavior Change on Alcohol Abuse disorders. The National Institute on Alcohol Abuse and Alcoholism (NIAAA) is the lead Federal agency responsible for research on the causes, consequences, prevention, and treatment of alcohol-related problems. The Institute funds more than 90 percent of alcohol-related research in the U.S. As such, NIAAA-supported research aims to be cutting-edge and multi-disciplinary in scope, capitalizing on the best science from a range of disciplines to enhance research and increase the momentum of discoveries to benefit individual and public health. The purpose of this contract is to provide technical and scientific advice to NIAAA in order to promote and advance the Mechanisms of Behavior Change Interdisciplinary Imitative. Dr. Tsao will assist in guiding the Mechanisms of Behavior Change Interdisciplinary Research Consortium (MIRC). The purpose of the Mechanisms of Behavior Change Interdisciplinary Research Consortium (MIRC) initiative is to promote high-risk, high-yield scientific study and experiments directed toward advancing the state-of-the-art or increasing knowledge or understanding rather than focusing on a specific system or solution. The goal is to enable the Institute to administer a 24-month proof of principle project in the area of Mechanisms of Behavior Change as related to alcohol abuse and related behaviors. In FY 2002, Dr. Anna Tsao, a special expert consultant to the Director, NIAAA, was retained, in part, to advise on the development of a revolutionary research initiative on the mechanisms of behavior change in alcohol use disorders. Although such a project is judged to be high-risk, it is hoped that success would enable more effective, science-based interventions to be developed. Dr. Tsao is uniquely suited for providing this advice and counsel because of her previous experience as a Defense Advanced Research Projects Agency (DARPA) program manager. Dr. Tsao?s professional standing and experience to attract and integrate world-class researchers normally outside the field of alcohol research, but with potentially valuable insights into the field, to collaborate with alcohol researchers. Furthermore, she has excellent relations with a number of Federal agencies, such as NSF, DOD, DOE and DARPA that will maximize co-funding opportunities for the Institute. Dr. Tsao has unique familiarity with the current project because of her recent experiences in providing consultation the NIAAA Director on its formulation and development. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This is set aside for small businesses. Responsible vendors that are capable of providing NIDDK with this service may request a copy of the RFQ in writing or by FAX to 301-480-8501 to the Contracting Office prior to the closing date of this notice. The solicitation will be issued on or about April 22, 2007 and offers will be tentatively due about 15 days after the solicitation release date. The acquisition will be conducted under the simplified acquisition procedures authorized in FAR Part 13. The acquisition will be set-aside for small businesses.
