- Description
- The U.S. Coast Guard Engineering Logistics Center intends to issue a solicitation and award a requirements type contract, consisting of one base year and two (one year) option periods, for the exchange of DDEC III ECM P/N R23518743 for DDEC IV ECM P/N R23519308 only to support Engineering Change (EC) 47MLB-C-040 6V92 of the Engine and Exhaust System Modification aboard the 47 Foot Motor Life Boats (MLB). The specific stock numbers, estimated quantities, delivery requirements, etc., and all information required to manufacture these replacement parts shall be included in the solicitation package. Replacement Parts shall be delivered F.O.B. Destination to the U.S. Coast Guard Engineering Logistics Center, 2401 Hawkins Point Road, Baltimore, MD 21226-5000. The North American Industry Code (NAICS) for this acquisition is 335314 with a size standard of 500 employees. The complete solicitation package shall also be available for download from FedBizOpps, at www.eps.gov on or about 16 April 2007. Be advised this date is estimated at best. Interested sources are encouraged to review FedBizOps daily until the solicitation becomes available. It is the Governments belief that only Detroit Diesel, the Original Equipment Manufacturer, possesses the required technical and engineering specifications and drawings to successfully manufacture these parts. This information is proprietary to Detroit Diesel. The components must conform to the exacting design requirements for form, fit, and function in order to interface with the current systems. The Government did not procure this information, or the rights to use this information, under the original purchase contract. Therefore it is the Governments intention to solicit and negotiate only with Detroit Diesel or their authorized distributors Concerns having the expertise and required capabilities to furnish the above items are invited to submit complete information discussing the same within 10 calendar days from the day this notice is posted. The information that must be submitted includes: (1) Complete and current engineering data to demonstrate the acceptability of the offered parts(i.e., salient physical, functional, and performance characteristics) and/or (2) Data that the offered parts have been satisfactorily manufactured for the Government or the Original Equipment Manufacturer. This data must include sufficient information to allow the Coast Guard to evaluate the information relative to the above requirements. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede award of this contract. The Government does NOT intend to pay for information solicited. See Numbered Notes 12 and 22. This synopsis is issued pursuant to FAR Part 6.302-1 and HSAM 3006.302-1.
