- WA RRP LIPE 12(1), Rookery Road and River Camp Bridge, Little Pend Oreille National Wildlife Refuge, Stevens County, Washington. THIS SOLICITATION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. Prime Contractors, who are HUBZone small businesses and who intend to submit an offer for this solicitation, MUST submit their information by e-mail to contracts@mail.wfl.fhwa.dot.gov or by fax to 360.619.7932 for receipt by 5:00 pm local time on April 4, 2007. (NOTE: Should your HUBZone firm fail to respond by this deadline, you may still submit a bid/offer.) Your submission must include the following: (a) a positive statement of your intention to submit an offer for this solicitation as a Prime Contractor; (b) your date of HUBZone small business certification; (c) a statement of your bonding capability, including both single and aggregate totals; and (d) a listing of your experience in work of similar type and scope, including contract numbers, project titles, dollar amounts, and the names and phone numbers of points of contact for the contracting entity. This agency will NOT contact respondents for missing data, so it is imperative that you include sufficient detail on all of the above points. A decision on whether this project will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted as a modification in FedBizOpps. THE PROJECT INCLUDES Construction Survey and Staking; Contractor Quality Control and Assurance, Contractor Sampling and Testing; Construction Schedules; 1,000 lnft Silt fence; 824.00 Mgal Watering for Dust control; 0.200 Acre Clearing & Grubbing; Removal of 6 trees and 6 stumps; Removal of 12 ea Boulders, 2 ea Cattle guards, 1 ea Gate, 1 ea Pipe culvert, and 51.0 lnft Fence rail; 64.0 cuyd Roadway Excavation; 3,500.0 cuyd Borrow; 2,400 sqyd Type III-B Geotextiles; 50.0 cuyd Class 1 Riprap: 75.0 cuyd class 6 Riprap; 400.0 lnft Ditch Riprap; Remove and reset 18 ea Boulders; 80.0 cuyd Mechanically-placed Headwall; 13,000.0 ton Crushed aggregate; 30,000.0 lnft Road reconditioning; 32.0 lnft 12 ft x 7 ft Concrete box culvert; 32.0 lnft 12 ft x 8 ft Concrete box culvert; 1 ea Gate; 6 ea Barricades; 20 ea Cones; 300.00 sqft Signs; 100 Flagger hours; 3 ea Cleaning culvert in-place; 30.0 hrs General Labor and other smaller items of work. PROJECT IS LOCATED approximately 9 miles South East of Colville, Washington. Work shall be completed by September 7, 2007. Estimated PRICE RANGE is between $500,000 and $1,000,000. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. The DOT Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOTs Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
