Description
A Firm Fixed Price construction contract is contemplated. The parking lot for the Suisun Bay Reserve Fleet was built about 30 years ago by placing fill in a tidal marsh. It has settled over time and is now subjected to frequent tidal flooding. The catch basin in the parking lot is approximately at elevation +4 ft MLLW and is connected by a 6 inch plastic pipe to an outfall at the southern edge of the parking lot. High tides often are above elevation +5 and backflow of water from the marsh into the parking lot occurs. This causes flooding around the catch basin which recedes when the tide elevation falls. Flooding also occurs when the tide levels exceed the elevation of the ground at the perimeter of the parking lot. The low point on the perimeter is currently at approximately elevation +5.5 and high tide levels about that occur several days a month and allow the parking lot to be flooded by water cascading into the parking area from the surrounding marsh. The tide elevation for the 100-year storm is at elevation 8.5 ft MLLW and includes a 2.5 foot allowance for storm surge. Estimated cost is between $1,000.000 and $5,000.000. Procurement is NOT Set-Aside as it is classified as NAISC 237990 OTHER HEAVY AND CIVIL ENGINEERING CONSTRUCTION (EXCEPT DREDGING), a code not subject to any set aside under FAR 19.10 Small Business Competitiveness Demonstration Program. Size Standard is $31M. SIC is 1629 Flood Control Project Construction. GENERAL: SBRF is located approximately 4 1/2 miles north-east of Benicia, CA at the Lake Herman Road interchange to state highway 680. The work includes parking lot improvements that will provide flood protection and upgrade the pavement, lighting, and storage facilities in the parking lot, and provide best management practices for collection, treatment and discharge of stormwater. The work includes, but is not limited to, the following: 1. Mobilization and demobilization 2. Demolition 3. Flood Protection, Surface Water Control, and Dewatering 4. Cement-Bentonite Cutoff Wall 5. Floodwall Box 6. Subdrains 7. Stormwater Sump and Water Treatment Vault 8. Floor Slabs and Miscellaneous Foundations 9. Asphalt Paving 10. Electrical and Lighting 11. Storage Sheds, Guard Shack, Fencing, Flag Pole and Miscellaneous Items. A Pre-Bid Conference will be held; date yet to be announced. The IFB is tentatively scheduled to be issued April 30, 2007 or earlier and close May 30, 2007. Tentative Delivery Date is expected to be by November 15, 2007.
