Description
This up-coming solicitation is for a contract to stand up two (2) Vehicle Maintenance Sites, one (1) site at Camp Fallujah and one (1) site Al Asad. An option exists to stand up a third site at ar Ramadi Air Base during the life of this contract. The scope of operation will be to support Iraqi Ministry of the Interior (MOI) vehicles used by Iraqi Police Services (IPS) and Iraqi Highway Patrol (IHP). The Contractor will be required to provide all people, equipment, supplies, facilities and repair parts to maintain readiness on all listed MOI equipment. The requirement shall include full range parts support, vehicle mechanic training, course curriculum development, and limited contact support for Department of Border Enforcement (DBE) and Ports of Entry (POEs) Units, as detailed in the Scope of Work. Additionally, the Contractor will be required to provide support to the Iraqi fleet currently located at Camp Fallujah and Al Asad. Minimum working facilities for the requirement are in place for use by the contractor for the duration of this contract. Background: The MOI operates an extensive fleet of vehicles and machinery to support police activities in Al Anbar Provence by various segments of the Iraqi IPS, IHP, DBE, and POEs forces. The vehicles are normally operated from fixed locations; however, as training, exercises or operations dictate, the vehicles maybe operated in austere and remote locations. The successful Contractor will be required to assist the MOI Departments to develop a degree of organizational maintenance self-sufficiency that is appropriate to both the policing requirements and projected in-service period. The basic period of performance will be 12 months. There will be two 6-month options. The total period of performance for this effort, including options, will not exceed 2 years and 3 months. Site Visits at the Vehicle Maintenance Sites may or may not be held. In the event that they are held, site visits to each site will not be on consecutive days. Contractors will be responsible for providing their own transportation to each site visit. Any interested party that would like to attend the site visit (s) must provide their company name, the names of each individual (maximum of 2) attending a site visit, which site (one, two or all) they request to attend on behalf of their company, and their contact information to Deirdre Bird at deirdre.bird@pco-iraq.net no later than 5:00 p.m. (Baghdad time) March 30, 2007. Attendances at site visits are not mandatory to bid on this requirement. A draft Performance Work Statement (PWS) will be posted to the sites below NLT 2 April 2007. Contractors will be requested to submit questions by 5 April 2007 in case site visits are not conducted. This solicitation will be posted on www.rebuilding-iraq.net and www.baghdadbusinesscenter.org on or about 20 April 2007, with an estimated 15-calender day response time. This acquisition is unrestricted.
