The contractor will manufacture, install and integrate the Modernized Target Acquisition Designation Sight/Pilot's Night Vision Sensor (M-TADS/PNVS) Lot 2 upgrade kits into two AH-64D Multiplex, Avionics, Visionics, Weapons, and Electrical Systems Trainers (MAVWEST-L7)located at Ft. Eustis, VA. Also included are data, train ing, and an initial support package consisting of initial spare parts and any special tools and test equipment required for fielding. The upgrade kits will consist of modeled components of the MTADS Lot II and will simulate the actual functions and common faults of the device for maintenance training purposes. The period of performance for this effort is approximately 12 months from date of contract. The proposed acquisition is limited to McDonnell Douglas Helicopter Company, doing business as MDHC, Comme rcial and Government Entity, CAGE Code 8V613, 5000 East McDowell Road, Mesa, AZ 85205. MDHC is the only source capable of installing and integrating the M-TADS/PNVNS Lot II into the MAVWEST-L-7 trainer. MDHC possesses the technical data and corporate kno wledge required since it is the original equipment manufacturer (OEM) for the Apache Attack Helicopter. MDHC is the designer, developer, manufacturer, and design control activity of the AH-64 aircraft and is responsible for total integration of all subsys tems into the AH-64 aircraft and Training Devices. Since the M-TADS/PNVS program is the application of an upgrade to the TADS/PNVS, it must interface with existing unmodified equipment such as the MAVWEST-L7. This knowledge of the existing interfaces for the MAVWEST-L7 is essential to the successful installation and integration of the M-TADS/PNVS Lot II configuration and only resides with MDHC. All offerors must meet prequalification requirements in order to be eligible for award. Firms that recognize an d can produce the required item described above are encouraged to identify themselves. Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the website www.redstone.army/cmo and looking under Qualification Procedures for Aviation Requirements. MDHC is the only responsible source capable of providing the supplies or services for the requirement as specified above. The closing date annotated is an estimated date and may be adjusted dependent upon the date o f release for solicitation; however, the solicitation will not close prior to the date stated above. Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies. All responsible sources may submit an offer, which shall be consider by the Agency.
