- THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. 1. Background The mission of the Military Sealift Command (MSC) is to provide sealift for strategic mobility support of national objectives. Specifically, MSC provides cargo, petroleum, oil, and lubricants, transportation, fleet auxiliaries, and special mission ships in peace, in addition to preparing for and providing strategic sealift during mobilization. The purpose of this market survey is to obtain vendor feedback on commercial practices and to determine interest in participation before a Request for Quotes is released for Life Cycle Cost Calculations training. The objective of this contract will be to provide on-site training to MSC?s engineering personnel on how to effectively develop a Life Cycle Cost analysis for shipboard systems. Training shall focus on Life Cycle Cost principles, methods, and applications. 2. Scope of Work The work resulting from a potential contract may require the Contractor to provide on-site one-day training for approximately 10-12 MSC personnel on or about July 25, 2007. The contract may also require the Contractor to provide tools (i.e. software, diagrams, calculations, etc) to assist engineers in assessing whether to repair or replace equipment/systems. The training should cover the time versus value of money including rate of return. The primary focus of the training will be to educate MSC personnel on how to successfully calculate Life Cycle Costs. A secondary focus of the training may be geared toward utilizing computer software to simulate Life Cycle Cost principles, methods and applications. The Contractor must be able to adapt the training modules to fit the environment in which MSC operates and maintains vessels. 3. Interested vendors are requested to include, at a minimum, the following in their response: a) Name of company; b) POC, Telephone Number, Fax Number, Address, and e-mail address (if available); c) Brief summary of company history relative to similar requirements; d) Estimated price to provide said service; e) Applicable North American Industry Classification System (NAICS) Code for specified service f) Small business standing (i.e., small or large business; HubZone status); g) Any pertinent questions/concerns.
